We are deeply concerned by the ongoing reports of torture and ill-treatment of detainees in U.S. custody in Iraq, Afghanistan, Guantanamo, and elsewhere. Amnesty International and others have interviewed former detainees who reported being subjected to torture or other cruel, inhuman or degrading treatment during interrogation and detention. Extensive evidence suggests that these are not isolated incidents. It is time to establish an independent commission to investigate these allegations.
Two years ago, President Bush stated “torture anywhere is an affront to human dignity everywhere” and affirmed that “the United States is committed to the world-wide elimination of torture and [is] leading this fight by example.” Torture and ill-treatment of detainees at the hands of U.S. personnel runs contrary to American values and to U.S. and international law. Although the U.S. government has conduced a series of high profile investigations into the subject of detainee treatment, none of the investigations have been entirely independent and comprehensive. Investigations have been internal, largely classified, and lacked the mandate or ability to investigate the highest levels of civilian and military leadership and to assign responsibility or demand accountability. Lack of accountability is underscored by recent reports that the Administration may seek to promote Lt. Gen. Ricardo Sanchez, the senior U.S. commander in Iraq while torture and ill treatment occurred at Abu Ghraib. The exoneration and subsequent promotion of top level officials involved in the creation and implementation of policies that created a climate where abuse was tolerated, coupled with limited prosecution of low ranking soldiers makes clear the need for a truly independent investigation.
We urge our Ohio Senators to publicly declare their desire to establish an independent commission to conduct public investigations into the reports of abuse in US detention centers in Iraq, Afghanistan, Guantanamo and elsewhere; to establish whether such acts violate relevant federal statutes and international law; and to recommend safeguards to prevent further torture and ill-treatment. It is crucial that there be a truly thorough and impartial investigation. Thank you for your attention to this matter and we look forward to your response.
