This movement would require the Sonic Stadium Message Board to adopt a 'Bill of Rights' for the common posters, which entitles them to certain privilages and freedoms. The forum may adopt a slightly different version of the 'Bill of Rights', but it must contain the following:

Section 1:The Freedom of Speech - This freedom would prevent the unjustified punishment of posters solely due to belief, racial beliefs, and/or religious beliefs. However, if evidence of an offense can be presented by the staff and rebutted by a group of six to ten members of a forum jury; action may be taken.

Section 2:The Freedom From Abuse - Under no circumstances may the staff perform corperal punishment upon a member via the forum or private message. Such offenses may lead to the staff members directly involved being held in contempt by a community selected council.

Section 3:The Right to Evidence - Under no circumstance may a member be banned without being asked if they want the specific evidence as to why they are being banned.The member also has a right request for an appeal, only if they find suitable evidence stating a contradiction with the staff's decision. However, if the appeal is filled with 'loopholes', the member will have to drop their case or they will be held in contempt. However, it is possible for others to defend a member who has had a failed appeal.

Section 4: Punishment is Dependent Upon Offense - Unless an action has extremely offensive content/intentions, it is not permited to ban a member for one offense; the maximum is two strikes for a single offense, but if popular soverignty, evidence and witnesses claim that a action was 'dilerate', subsequent banning is a possibility.

Section 5: Popular Soverignty - When the need arises for a forum public to decide an issue, subsequently, the staff would open polls that would allow for voting. However, if any member of the staff alters results, they will be automatically removed from power. Note: Public opinion and results can be used as evidence.

Section 6: The Staff - Except for the founder, all members of the staff must either be elected via popular opinion or the founder must present concrete reasons for the nomination of staff members. However, if threats of banning as issued to any forum member, the sender will be disqualified and banned from every attempting to gain staff status.

Section 7: Protection of Information - This guarantees that a member's private messages are kept secret and they can not be publicly presented, unless the staff or the recieve r can prove that the messages indicate something important. Note: Threats and flaming messages can automatically be used against a sender of such messages.

These are the basic requirements, but a full investigation on all 'banned' members would have to be performed to ensure that they weren't banned for 'unstable reasons'. Also, if required, the entire staff (Apart from the founder) will be investigated individually by neutral 'oldies' and 'newbies'.
