For many years, deaf people have been facing limited of telecommucations how to read what is going on the television, as far you know there are millions of tv shows, movies and many to name. Deaf people demand on Closed Captiong so the tv will telecast text on the tv screen what people are talking about.

Since then, there are movies available on VHS, until DVD start popping up, mostly of movies you bought or rented aren't closed captioned. Did you feel the blockage becuase of no closed captioned?

Dont waste your money that has no closed capitoned, time to fight back and demand for our rights, as you know ADA requires that TV show or DVD to be CC, no matter what.

Thoses movie producers who are making millions of dollars and they do not care about providing closed captioned, by keeping profit of thier money so they can enjoy thier lives. It is our turn now, we need the help. They need to focus that Deaf and Hard of Hearing people in USA is growing and there are DEMAND! There is!

This statement that said by NAD:

The National Association of the Deaf strongly urges all producers of video, television broadcasts and film, including commercials and information presented on the World Wide Web, to caption their offerings. This section on captioning outlines the NAD's views on a wide variety of captioning technologies and advises consumers how they may file complaints about non-captioning and poor captioning.

The NAD has worked successfully with Congress and the Federal Communication Commission (FCC) to establish new captioning rules for broadcasters. Deaf consumers have seen more and more programs with captions. We are pleased that by 2006, virtually all new broadcast programming will be captioned. As the new rules become effective, deaf or hard of hearing people must be alert for inadequate captioning. When a broadcaster is not meeting its responsibilities, we urge consumers to file complaints with the FCC and other enforcement agencies.

The people who could benefit from captions are many. First, some 28 million Americans are deaf or hard of hearing. They represent about 10 per cent of all Americans. Each one of them also has family members, friends, co-workers, neighbors, etc., who can enjoy watching films and videos with them as a result of the provision of captions. Second, another 28 million Americans are "foreign born," according to the U.S. Bureau of the Census, many of whom speak languages other than English (March 2000 Current Population Survey, www.census.gov). This population segment may seek captioned programming as one way to enhance their mastery of English. Third, more than 3 million school children have limited English proficiency, and could benefit from simultaneous speech and captions. (www.ed.gov/about/offices/list/OELA).

Finally, the 2000 Census revealed that more than 18 million Americans are less than five years of age. Many will find the exposure to captions on children's programs an excellent tool to learn to read.

About the Movie, DVD, Video and other in regarding Closed Captioned:

Captioning is one way in which videos, films, and other media, including DVD, may be made accessible.

Companies that simply produce videos or films for sale are not required to caption their videos, and commercial video stores are not required to have captioned versions of every video they stock.

However, some video producers have legal responsibilities to caption their video products. Section 504 of the Rehabilitation Act requires schools, colleges, libraries, and other recipients of federal financial assistance and federal agencies to make their communications accessible to and useable by persons with disabilities. Section 508 of the Rehabilitation Act extends this requirement to federal contractors. The Americans with Disabilities Act (ADA) extends these requirements to commercial and non-profit places of public accommodation, and to state and local government agencies.

To file a complaint about a video, film or other media that is not captioned, write to the federal agency that gives money to the place that is showing the uncaptioned video. For example, if the video is used by a school, college or library, complaints may be filed with the Office for Civil Rights of the U.S. Department of Education. If the video is used by a hospital or clinic, complaints may be filed with the Office for Civil Rights of the U.S. Department of Health and Human Services. If a video is used by a court, such as a jury instruction video, complaints may be filed with the U.S. Department of Justice. If you are not sure if an agency has provided financial assistance, or if the organization is a place of public accommodation or a state or local government subject to the ADA, you can file a complaint with the U.S. Department of Justice at this address:

We need to ACT NOW and move FAST and help spread this word about this to make sure every movie producers to start doing serious business with deaf community. There is no more time to fool around, we do not have time for this.

It may not be a \"right\" to have CC or English subtitles, but it sure is appreciated when offered. Like others, I cannot enjoy a movie w/o CC or English subtitles. Please include CC on all video productions!

There is no reason why closed captioning should not be included. I am not deaf, but sometimes my home is very noisy with other activities. Rather than turn up the TV, I turn on closed captioning. Also if actor(s) have a thick accent. It's great!

I have had the honor of one of my best friends being deaf. Throu the years of being friends with her I have met close to 100 other deaf individuals. The thought of them not being able to enjoy the same entertainment as me is rediculous!
