At the next AISD board meeting on February 8th, the boundary plan for the new elementary school in southwest Austin will be presented. As current and future elementary school parents, we wanted to express our support for the FUBTF recommendation to the Board of Trustees. This plan adheres to the four criteria you gave the Facilities Use and Boundary Task Force (FUBTF): tracking, capacity, long-term stability, and affecting as few students as possible. The FUBTF recommendation to Board of Trustees accomplishes all of these goals for seven out of the nine elementary schools involved in this process; namely, Clayton, Cowan, Kiker, Mills, Oak Hill, Patton, as well as the new elementary school.
Two schools in this boundary process, Boone and Sunset Valley, were left below capacity targets. In order to solve this under-capacity problem, the FUBTF members would have been required to violate three of their four charges:
1. Tracking
Any student moved into Boone or Sunset Valley from any of the
over-populated schools in this area would violate tracking.
2. Long-term stability and prevention of multiple reassignment of
students
There is a concern that any student moved this year to Boone or
Sunset Valley could be moved again in the near future due to the
large number of under-utilized schools in the area adjacent to
these schools.
3. Affecting as few students as possible.
Moving more students to fill these two schools will not only affect
those students, but even more students would need to be moved
to balance the rest of the schools that are at proper levels under
the Recommendation.
We agree with the FUBTF that the under-utilization issue for Boone and Sunset Valley can be solved by including them as part of a systemic solution involving the other under-utilized schools in the immediate area.
There are five elementary schools between Mopac and I-35, south of Lady Bird Lake that are under 75% capacity now and through the next five years. In addition, four more schools are in the 75%-80% capacity range now and through the next five years. That means approximately half of the elementary schools in this area are at 80% capacity or less. These schools are Becker, Boone, Casey, Dawson, Joslin, Kocurek, St. Elmo, Sunset Valley, and Zilker. The under-utilization in this area is so pervasive that even if two of these nine schools are closed or repurposed, the remaining seven schools would be at an average capacity around 85%.
We agree with the FUBTF and feel that the FUBTF recommendation to the Board of Trustees is the best possible outcome that meets the greatest number of criteria for the majority of schools put before them in this boundary process. We urge you to support the Recommendation.
