AN APPEAL FOR JUSTICE FOR GRAND RAVINE

In partnership with AUMOHD-DWA MOUN, Hurah, Inc. and all those signing this document are issuing an urgent call to all those responsible for the protection of human rights of the most vulnerable citizens of Haiti especially the population of Grand Ravine and adjacent communities

Whereas: the Grand Ravine/Martissant massacre of Aug. 20-21, 2005 with up to 50 victims and a dozen houses torched with the collusion of the Haitian National Police and known collaborators has yet to be prosecuted;

Whereas: a second Grand Ravine massacre carried out allegedly by the same civilians as last year with 22 killed and over 200 houses torched creating scores of homeless refugees has yet to be prosecuted;

Whereas: the alleged civilian perpetrators of both massacres have been left untouched to continue killing including assassinating Mr. Esterne Bruner, coordinator of the Grand Ravine Community Human Rights Council on Sept. 21;

Whereas: the victims, witnesses,community leaders, and their legal advocates, especially Atty. Evel Fanfan of AUMOHD are still vulnerable to further aggression;

Whereas: no assistance from the state or UN agencies has been forth coming to compensate the victims of the first massacre that included on-duty police;

Whereas: the extensive, basic legal groundwork including certification/autopsies of bodies, family members, witnesses, funeral preparations etc. has yet to be completed;

Therefore, we are requesting that the responsible authorities under the coordination of the Prime Minister's office undertake a comprehensive solution to the many facets of this case, namely,

1. The institution of an immediate security plan for all individuals involved as well as the community at large.

2. The immediate prosecution of the alleged perpetrators of Grand Ravine #2 and the Bruner assassination with guarantees that these individuals not be allowed to roam at large;

3. Resumption of Grand Ravine #1 legal case with the assignment of an impartial judge and the setup of a special security plan for all witnesses;

4. Provision of immediate and comprehensive services to the victims, witnesses, Grand Ravine Community Human Rights Council and their advocates, especially Atty. Evel Fanfan and the staff of AUMOHD to assist them in maintaining safety and in carrying out the many tasks involved in this case;

5. Implementation of the process for obtaining full compensation for damages sustained by all parties to all the various aspects of the massacres and assassinations;

6. Implementation of a comprehensive truth and reconciliation process to eliminate once and for all the sources, local, political, and external, of these violent crimes.
