Dear US Congress Members and President George W. Bush:

The Jerusalem Embassy Act of 1995*, enacted by US Congress, obligated the US to move its embassy to Jerusalem by May 31, 1999, with the a provision stating that the president is allowed to delay the move every six months. When US President George W. Bush was campaigning in 1999 he promised to move the US Embassy from Tel Aviv to Jerusalem, Israel's capital. Since the US Embassy has not moved, it shows that the US does recognize Jerusalem as Israel's capital and suggests that the US does not feel that Jerusalem is a permanent capital.

Because of the huge influx of anti-Israel movements, the US Embassy in Israel needs to be moved as was promised. Even the European Union stated that Jerusalem is “corpus separatum” meaning that it is not part of the State of Israel. More and more of Israel's enemies use the postponement of the Act as a sign that the US does not fully recognize Israel's capital.

The undersigned wish to protect Israel's future, we urge you - the President and Congress- to move the US Embassy building from Tel Aviv to Jerusalem.

Even the NSA's World Factbook has Jerusalem as Israel's capital. The reason that the UN considers Jerusalem not to be the capitol is because of a vote on how Israel should be condemned for taking that land during the Six Day War of 1967. The UN Security Council Resolution 478 condemned the Jerusalem Law as "a violation of international law". Only 15 nations voted on resolution 478, and of those nations, one abstained (the United States). All of the other nations are Arab nations. In 2000, the Palestinian Authority pass, and in 2002 enacted, a law designating Jerusalem as the capital of the Palestinian state. This, however is impossible for practical reasons. Just as the United States can choose its capital and its laws (Resolution 478 declared the 1980 Knesset law, declaring Jerusalem the "eternal and indivisible" capitol of Israel, "null and void and must be riscended"), so too can Israel. The United States 2003 Foreign Relations Authorization Act, stating that the Congress holds by its decision that the U.S. embassy in Israel should be moved, does not in fact "impermissibly [interfere] with the President's constitutional authority". Congress is enabled to make decisions and request the action of the President on these decisions. The question is not whether Jerusalem is the capital of Israel, as the United States already holds to be true, but where the embassy should be. The question is simply of location, not authority - to the United States. But to other nations, it is a matter of authority: whether Isreal can choose its capital, or whether that is up to the United Nations. Thus, for practical and political reasons, it would be mutually beneficial to all involved for the United States to move its capital to Jerusalem.
