The drinking age in the United States is 18. The reason that it is illegal in most states to consume or possess alcohol under the age of 21 is the National Minimum Drinking Age Act of 1984. This act states that any state allowing persons under 21 years of age to consume or possess alcohol would be subject to a loss of ten percent of the funds allotted to it via the Federal Aid Highway Act program.
I believe that if you are old enough to die for your country against your will, by registering for Selective Service (aka the draft) or being subject to the consequences of non-registration, you are certainly old enough to consume or possess alcohol if you so choose.
Furthermore, I believe a ten percent cut off of PA's highway funding will no doubt be a hefty price, but that it is not a good enough reason to disallow persons under age 21 to consume/possess alcohol.
