We, The Undersigned do hereby petition the Legislators of the United States House of Representatives and Senate to enact a Motorist Bill of Rights. We acknowledge that the act of operating a motor vehicle on public roads and highways is a privilege not a right, but we believe that citizens who meet the prescribed requirements to exercise the privilege of driving should be able to do so with the following guarantees:

1. The right to traffic regulation based on sound engineering principles and public consensus.

2. That revenue collected from highway users for highway purposes are, in fact, used for such purposes, and that all streets, roads, and highways be properly maintained, signed and regulated in a manner that expedites travel.

3. Freedom from predatory law enforcement practices, "routine" traffic stops for minor violations, unreasonable search and seizure and the guarantee that all traffic stops will be solely based on probable cause of criminal activity and/or genuine concern of public safety, not as a revenue generating enterprise. All minor defective equipment violations should only be served in the form of notification by mail and should not be grounds for criminal or civil prosecution.

4. Freedom from unreasonable surcharges, fees, taxes, and fines.

5. The right to choose the type of vehicle and related equipment that best meets an individual's needs and preferences so long as it does not constitute a danger to public safety.

6. The right to request that supervisory law enforcement be present during traffic stops to ensure that proper procedures are followed.

7. Protection from discourteous, reckless and aggressive drivers including those who tailgate, weave or deliberately impede traffic, those who threaten other motorists with their actions, and those who are impaired or incompetent.

8. Complete access to all public streets, roads, and highways, free of arbitrary restrictions, exorbitant fees, or governmental attempts to dictate personal travel choices.

9. Freedom from driver license suspensions or revocations for non-driving violations or matters of personal conduct.

10. Protection from arbitrary and exploitative insurance industry practices.

11. The right to a fair and impartial trial for traffic offenses, including a trial by jury if requested by the defendant.

We the People of the United States believe that the lack of the provisions above in current state laws has resulted in the erosion of our constitutionally guaranteed liberties and defies the principals of freedom and liberty that our Country was founded on. We invoke the right of protection from the federal government against domestic enemies of the people known in most states as the "Department of Motor Vehicles" who have, under the guise of public safety, intentionally eroded the idea of free travel to promote a system of legalized racketeering and extortion, through unconstitutional motor vehicle codes and traffic laws designed to defy public consensus, for the purposes of generating revenue. We urge you to take action to restore our basic liberties and right to travel freely by enacting this Motorist Bill of Rights and supporting any legislation that promotes the ideals therein.
