Most owners who let their dogs off leash have animals that are vaccinated, they obey the laws and have animals that are well mannered. Why punish the majority for the few idiots who cannot properly take care of or control their animals?
This problem has been going on since Parks Commissioner Gotleib. The police department wants no part of this as they understand how ridiculous the entire issue is.
NYC dog people are excellent at self-policing and generally show genuine respect for the parks and the other people who use them.
The off leash waiver has worked successfully for decades. It ain't broke, don't fix it.
Please keep the off leash hours. They make for a safer park and better socialized dogs. Not too mention they allow for lots of fun for two and four leggers alike!
Dogs bring so much to t his city, emotionally as well as economically. They deserve their space. Many dog owners pay more in rent to live near the city parks and we should be allowed to have happy, healthy pets which, for many dogs, includes off leash exercise.

Off leash hours are necessary in order to have well-adjusted, properly socialized dogs, which amounts t fewer bite incidents, and aids in keeping parks safe at late night hours
Dogs in Australia are off leash in grassed parks ALL the time. As a result we have far fewer dog attacks and dogs are a huge part of the culture, bringing protection, companionship and joy to a huge proportion of the population. It is so important to exercise and socialise dogs. Please let good dog owners give their precious animals the life they deserve.
