Thanks to the unofficial leash law, and the presence of dogs and their owners at all hours, I feel safe walking through parks in my neighborhood at all hours. Please legalize this!
I've enjoyed off-leash hours in Prospect Park with my dog for the past 9 years. Such socializataion is key for both dogs and humans - we have a dog owning community in the park! I consider such activities key to my quality of life!
The off-leash hours are a necessity to the health and well being of dogs and their owners. It has greatly benefited myself and dog, Batman. We've fostered many friends in the neighborhood from our daily visits to Prospect Park. It's a great place for dogs and people to socialize and get the excercise they need!
The off leash policy has greatly benefitted both my dog and myself since we moved back into the city. She healthier both physically and psychologically, interacting in a positive friendly way with both people and other animal. Also, I have benefitted from the sense of neighborhood fosterd by my interacting with fellow dog owners.
If city living is all about community then what better way is there to create a community than to have the people who live there being out and about in it with their dogs. Also, since we are doubly benefitting from the parks we dog owners are stakeholders with a vested interest to make them clean, friendly, usable places.

We have had goldens for more than 20 years in NYC; never have we encountered problems with dogs off leash in the Park that the owners did not attend to. This is essential for the socialization of the City and its pets.
When I think of reasons why I want to move back to NYC (I temporarily live upstate due to school), offleash access is near the top of the list. There is no better place to have a dog. For the sake of canine health, human happiness, park safety, and community-building, please legalize our offleash hours. Just thinking of the joy that my dog and I gained from our years of offleash romps in Prospect Park makes me smile. I am a responsible pet owner. My dog is licensed and also qualified as a Pet Partner and as such is allowed in Nursing Homes for visitation. Please allow her to go off leash during the designated times. She needs the exercise and she deserves it!
