Rather than punish city dogs by requiring them to be leashed CONSTANTLY, wouldn't it make more sense to impose meaningful penalties on dog owners who fail to control their dogs so that responsible owners and well-behaved dogs can enjoy the parks during periods of reasonable accommodation?
Please let the pups roam free within their controlled confines. Honestly, who has issues with this? If someone doesn't like unleashed dogs, it's really simple -- don't go within the confines of a dog park.
Dogs provide so many positive benefits for our communities. Parks are safer, people who exercise dogs get out and walk and visit with other community members, and responsible owners clean up litter and after their dogs. I support this petition fully and hope NY will do the same.
By banning dogs from exercising in the few available areas they can use, we are limiting the ways we can keep them happy, healthy and sane. Without access to these outlets, the rates of behavioral problems would increase. I would much rather support education for the public on dog:dog, dog:child and dog:people interactions for both the people with dogs and those without.

Dogs may not pay taxes, but their owners do and most are responsible pet owners cleaning up after their animals...please don't limit the free time these family members have to play free of restraint....
It is so important for the well-being of dogs to be able to utilize the park space. Dogs are better behaved and better developed because of this service.
The proposed off-leash policy is fair and equitable to all users of the park. Dogs that have the opportunity for real exercise are well-socialized, calmer, happier and much less likely to attack or bite people.
Please allow dogs their fair share of recreating! Before 9 AM and after 9 PM is fair. And lots of dogs in the parks make it SAFER for everyone! It's the 'bad' guys that don't want the dogs sniffing around. Where the dogs get harassed out of an area, the drug dealers move IN!!!
As a real estate broker, I have many clients with dogs, and not being able to have some freedom for the dogs would actually affect property values, as people would look to live elsewhere than where this law was in effect.

and run-of-the mill dog-avoiders. It seems to me the new regulations are being fair to everyone. Why must it be all or nothing?
I firmly believe that the existing off-leash policy makes our parks safer during the early morning and evening, and provides a fair and balanced use of the parks for all.
would like to see more effort to educate dog owners on proper behavior and supervision of their dogs when they are off leash. I see it as an activity for the DOGS and not as a time for owners to network and socialize so that they lose sight of what their dogs are up to.
Offleash time is increadibly valuable to our family. We really depend on this time to bond with other people and our dogs. The offleash community is a very important part of our daily life.
I can't run too much. My dog (was a stray) must run a lot. There is no dog park with in miles of where I live and I must walk to a park. With out the off leash time it will be impossible for people to take in strays because dogs must run!
People who have dogs are part of a very important community with very strong bonds to each other. It's not just the dogs that will suffer if there is no longer off-leash, but the owners who have come to rely on each other and care about each other. The bonds are strong and genuine.
