Countries that have determined that an international figure has violated an established international agreement, should not have to wait until their accused individual enters their country. They should be able to come to the accused country and arrest him or her.
The purpose of this petition is to bring about some real justice on this planet. It is based on the fact that Rumsfeld squelched a trip to Germany based on the fact that he is considered to be a war criminal in that country, and in violation of the Geneva Convention due to his support of torturing and/or inhumane treatment of prisoners of war in Iraq. The United States is one of the signers of the Geneva Convention, and would not be able to gracefully back out just to protect high government officials.
Furthermore, Rumsfeld claims he tried to quit twice, but Bush wouldn't let him. This opens up two factors in the case. Rumsfeld's claim about trying to quit are very likely to be lies even if they aren't because U.S. high government officials have already proven they don't even deserve anyone's credibility. If a country accusing an official can enter the accused country to simply arrest that person, then the citizen's of the arrestee's country will start to realize that finally justice will be served and the privileged can't escape their illegal actions just because they have power. Thirdly, this would start a domino action in Bush's government that will make it more and more difficult for it to have any remaining credibility, and those who voted for him out of naivete and gullible will finally wake up to the danger Bush and his cronies present to the legacy of the U.S. as a standard bearer of freedom and justice, and the threat Bush and his associates present to peace and a liveable environment on this planet. It is the petitioners' chance to speak out and show that Bush is responsible for what he and his associates bring into policy, and much of what they have done is not what Americans want done in their name. People from different countries are more than welcome to participate. Basically, the question is: Should a country accusing a person from another country of an international war crime have to wait until the accused enters their country, or should they be able to send agents into the accused's country and arrest him or her there?
