The WCT treats the internet like television or radio, like something that we already knew. The truth is that the internet is not like anything else, and should require a similarly unique approach. Ratifying the WCT is not it.
We need a made-in-Canada approach to the Internet and the traffic that runs on it. The DMCA in the U.S. is a regressive piece of legislation, and is not something we should duplicate here. Ratifying the WIPO copyright treaty will open the door to laws like the DMCA in Canada. Canada's Internet laws need to treat copying as a feature, not a bug.

I strongly believe that any sort of notice and take down system fundamentally shifts the balance of copyright law in favour of foreign content creators. This will stifle innovation and encourages the stifling of free expression.
Unless the average user learns more about the copyright system, any sort of notice-and-takedown implementation will force fear upon the masses, and negate any advances in spreading original thoughts and educational materials through the Net.

The proposed law is most odious and very anti-innovation. The point of copyright is the encouragement of creativity, not the temporary business monopoly.

These recent copyright laws are NOT about copyright infringement. They seem more an excuse to make one step closer to a police state reality. Don't follow the U.S. pattern! DON'T make George Orwell in 1984 any more correct than he has already been.
