Goal Progress:
Next year, the world leaders would be meeting in Copenhagen, Denmark for the COP 15 to discuss the successor of the Kyoto Protocol (which expires in 2012). This petition will urge them to consider including the role of developing nations when drafting out the details of this new treaty.
Join this group to be a part of this petition to the UN to make clean industries a prerequisite for non-emergency ODA (official development assistance) rendered to LEDCs (less economically developed countries) by MEDCs (more economically developed countries) in an effort to combat Climate Change.
---------------------------------------------------
CLIMATE CHANGE. We've heard these two words so many times. We know the problem. We know something needs to be done.
The depleting polar ice caps, rising sea levels as well as the sudden increase of hurricanes, floods, droughts and other natural disasters in recent years have been a clear warning to the impending doom - if nothing is done about this problem.
Most people believe that this predicament it is the fault - and hence the responsibility - of the 1st world (developed nations). They've been the main culprits who have been polluting the earth since the Industrial Revolution, so they're the ones who have to fix this problem. Moreover, it's these developed countries that have the funds to switch to cleaner alternatives. This belief is a major reason why most of the anti-climate change efforts made have only included the first world. An example of this is the Kyoto Protocol, which exempts developing nations from the requirements of this agreement.
While this reasoning may seem fair to the poverty-stricken developing nations, it has a BIG PROBLEM:
It has failed to recognize that these nations would soon be bigger contributors to Climate Change than the developed nations.
- Rapid development over the past years in these nations has led to many environmentally-degrading practices such as widespread deforestation and inefficient energy use
- Developing countries have a considerably larger population compared to those of developed nations
- The scale of its emissions are distinctly disproportionate as compared to the level of technology that is available in these countries to significantly mitigate the problem
- Last year, the CGD (Centre for Global Development) reported that developing countries would overtake carbon emissions of rich industrialised countries within 20 years.
If the developing nations are left to experience unchecked economic growth,it would offset all the progress that has already been made in addressing the climate change issue. Worse still, we would be repeating the mistake made by the 1st world nations -- we would be repeating the very mistake that has caused the sudden increased occurrences of natural disasters that we've seen these past few years. Only, it would be worse this time around. If we are serious about combating Climate Change, the developing nations must not be excluded from the efforts made to mitigate this problem.
Currently, the developing nations have not embraced environmentally-friendly practices because of the complications and costs related to them. Converting to clean industries would only increase the burden on their economy. Not realizing the impending effects of their actions, they have no incentive to make necessary changes.
In this petition, we are suggesting that ODAs (Official Development Assistance) should be used as a bargaining chip to coerce the governments of developing nations into action. We are proposing that clean industries be a condition for these nations to receive ODA.
This will not be unfair because the burden of the cost would not be on the poor citizens of this countries, but upon the multinational companies (the major contributors to environmental degradation) in these nations. This condition would merely force the governments to be more serious about enforcing the existing laws and drafting out new guidelines to ensure that these companies adhere to clean industrial practices. In addition, the developed countries are also expected to help these nations make these changes by offering technical assistance, grants, and aid. Also, the implementation of this suggestion does not in any way discount the responsibility of the developed nations in addressing this problem.
Climate change is a global problem, and to solve it, we need global efforts. Every nation has a part to play. Every person has a part to play. Sign this petition and play your part today.
