The comments from the EU are ridiculous! How can they seriously consider that a stance of using restricted proprietary technology is a valid approach that doesn't add to Microsoft's near-monopoly status. There are plenty of open options supported on all platforms including Windows.

I find this very odd. The EU forced Microsoft to develop a version of Windows without Media Player, due to Microsoft having a monopoly in the media player market. As a citizen of the UK I find the Council of Europe's decision to use a Microsoft codec for it's streaming service completely bizarre.
