It seems incredible that EU excludes people on a volontary basis. Sounds like "Please buy only American non-standard softwares". Apart from US-dependency matter, this is only provocation and contempt for people who can't afford expensive softwares from MS and/or Apple.

As an influential public body, the Council has a special moral obligation to not give preference to any particular proprietary solution, but use as open and vendor-neutral technology as possible. There are no real technical or legal reasons not to do so in this case.
