C'est bien l'UE, soutenir des technologies propriétaires et payantes étrangères à L'Union au lieu de créer un système européen basé sur le libre.

It seems incredible that EU excludes people on a volontary basis. Sounds like "Please buy only American non-standard softwares". Apart from US-dependency matter, this is only provocation and contempt for people who can't afford expensive softwares from MS and/or Apple.

The fact that GNU-Linux respect the Free Software condition of the FSF make him more standart than proprietary solution. It is true because the source code can be seen, so application can easily been used with Linux system.

As an influential public body, the Council has a special moral obligation to not give preference to any particular proprietary solution, but use as open and vendor-neutral technology as possible. There are no real technical or legal reasons not to do so in this case.
