As an governmental institution, one should expect that the Council also cares about minorities, like the EU also supports handicapped people, and uses open standards, like recommoned by EU institutions themselves. Dropping free access in favour of proprietary video formats increases dependency on certain vendors, unfairly influences the free market, and makes me wonder if the Council is there for all Europeans or just a few of them.

Liberté d'expression, liberté de pensée... et pourquoi alors être *obligé* de regarder un flux en streaming sur Apple ou Microsoft ? Où est ma liberté là-dedans ? Cela passe par l'usage de standards pas vraiment standards ? Où est la cohérence entre les paroles et les faits ? To fix this, you could simply make a link available so also seeing impaired people could find the link (they can benefit from the audio) - the format the movies are in, can be legally viewed with the latest ffmpeg version, which has a free implementation that can play the VC-1/Windows Media 9/wmv3 codec. Also, it wouldn't hurt to make the video (also) available using a free codec like theora.
