Free and open standards are the way in which vibrant communities are built. Shutting out a considerable minority is not the way to go. There are open formats that are just as easy to use and make the streaming service available to a wider audience of EU citizens. This is the way forward.

For public bodies to be seen as behaving in an impartial and honest manner, these must never require citizens to purchase proprietary software in order to participate as citizens in respect of technical requirements for which either software gratis or preferably software libre exists of a suitable quality.

There are a number of choices for open standards that can be used for streaming audio and video. I can't believe that there is no-one that can set up a theora stream or a mpeg4 stream. In a sense you are aiding to the monopoly stranglehold that Microsoft seems to have, by only supporting streams that can be accessed only with MS-products/plugins.
