First you fine Microsoft for having a media player inside their OS, then you decide that that media player should be the only one able to view your own streams?
I think it is very important for a government and for democracy itself to stay independent from private interests of lobbying commercial entities. Therefore free and unpatented formats that support all computer users should be considered instead.
Everything public should be for every citizen. Why shouldn't this service be available for people who can't afford a fancy new computer and a microsoft windows license?
All UE citizens should have an equal right to access the "Streaming Service of the Council of the European Union" , not only the users of certains devices or operative systems.

Les logiciels libre on de nombreuses fois été reconnue par les tribunaux comme legaux. Les etats et plus encore l'europe doivent montrer l'exemple et ne pas imposser de choix technologiques aux citoyens.

If the Union wants to support open standards through the policies of its parliament it should also set an example itself as an open institution actively promoting AND using open standards. Open up the European Union!
