Of course it's possible to support Linux in a legal way. But for that you have to use standards and programs from non-monopolistic companies. The Council should know better.
All PC owners should be able to see the authority's messages and laws and directives if any, regardless of their ability to pay for an expensive Microsoft OS or an expensive Mac computer.

O GNU/Linux é absolutamente free e não tem custos nennhuns, ao contrário dos sistemas operativos da microsoft.
E ainda por cima, hoje em dia, existem muitos média/audio players em linux em tudo parecidos o do windows (ex: mplayer)
