Goverments bodies should work to keep their data as available to people as possible.
There is really no excuse for not providing streams in open formats.
Governments have a responsibility to make information available without restriction or unnecessary burden. Requiring commercial software is clearly an abandonment of this responsibility.
Any democratic system is obligated to find legal ways for all its members to participate in its institutions and access information about their processes. This decision is clearly a mistake.
With Vista, Microsoft is clearly signalling that video and audio content will be locked behind DRM and other proprietary technologies. I expect the EU to fight, on my behalf, to keep public records in open formats. Encoding in WMV is antithetical to preserving EU citizens' freedoms.
Totally stupid idea not to use à free video format. We need free choice. Mixing proprietary format with politics is tieing politics to money. Free video formats(GNU-Linux...) are democratic, and accessible for all.

Tne only reason why there are legal issues is because *you* - The Council Of The European Union - chose to use a proprietary American format to begin with. Please change this so that I, along with millions of other EU citizen, have the right to view mettings and decisions made on our behalf.
