With Vista, Microsoft is clearly signalling that video and audio content will be locked behind DRM and other proprietary technologies. I expect the EU to fight, on my behalf, to keep public records in open formats. Encoding in WMV is antithetical to preserving EU citizens' freedoms.

Totally stupid idea not to use à free video format. We need free choice. Mixing proprietary format with politics is tieing politics to money. Free video formats(GNU-Linux...) are democratic, and accessible for all. Tne only reason why there are legal issues is because *you* - The Council Of The European Union - chose to use a proprietary American format to begin with.
