Why use wmv streaming? It is not the only legal way of distributing content. Why can't the EU strike a deal with RealPlayer instead (probably cheaper), which will work on alternative platforms?

There are no legal issues preventing linux support. The bbc can manage realmedia streams along with wmv streams - and there are plenty of free codecs which could be used as well such as ogg vorbis.
Either the techies involved are incompetant or they are lying.
The fact that a petition like this is necessary tells us a lot about the reality of democratic structures in the EU: there are none, and what appears as if, is just a fake to calm the people.
