Whereas, the quality of life of Filipinos has been worsening at an alarming rate, forcing many to seek employment overseas even if it means leaving their families behind;

Whereas, we, Filipinos worldwide, envision a much more prosperous economy in the Philippines, especially for future generations of our people;

Whereas, according to studies done by Transparency International, the Philippines lost as much as US$48 billion to corruption in the last 20 years, greatly undermining social services and economic development;

Whereas, a public office is a public trust; it is the policy of the State to promote and ensure full public accountability in the conduct of its officers and employees, and to prosecute those who engage in corrupt practices;

Whereas, elected and non-elected public servants should be fully committed to the decent survival of the Filipino people;

We, as Filipinos, therefore, PETITION the honorable members of the Senate and the House of Representatives of the Philippines to expedite passage of Senate Bill Nos. 1760 and 1761, which we believe will greatly promote accountability, transparency, and integrity among our public officials and employees, to wit:

Senate Bill No. 1760
AN ACT ALLOWING THE OMBUDSMAN TO EXAMINE ALL THE
BANK DEPOSITS OF PUBLIC OFFICERS WITH THE LATTERS' WRITTEN CONSENT BY AMENDING SECTION 8 OF REPUBLIC ACT NO. 6713, OTHERWISE KNOWN AS THE "CODE OF CONDUCT AND ETHICAL STANDARDS FOR PUBLIC OFFICIALS AND EMPLOYEES."

Senate Bill No. 1761
AN ACT PROVIDING PROTECTION AND BENEFITS TO
PERSONS WHO DISCLOSE CONDUCT CONSTITUTING
GRAFT AND CORRUPTION AND TO WITNESSES FOR THE
PROTECTION THEREOF, PROVIDING PENALTIES FOR
VIOLATIONS HEREOF, AND FOR OTHER PURPOSES.
This bill proposes that the Ombudsman establish its own Legal Protection Service, which would be patterned after the Witness Protection, Security and Benefit Program of the Department of Justice...further proposing that informers be given rewards of up to P10 million or 10 percent
of whatever ill-gotten assets can be recovered from corrupt officials.

God bless the Republic of the Philippines.

1,895 1 Feb 2007 - 13:42    deep oral : Since one of the ideas is to split strings not into words, but hopefully into phrases more semantically informative than the words they are made of, doing that better should mean better suggestions, and avoiding what essentially are word n-tuples should make for smaller data and slightly faster querying.
1,894 27 Jan 2007 - 14:26    tramadol : Bonjour! What a super websight! Very refreshing to peruse from where we live in Paris (France). I eat frogs and drink wine. Woold like more informatons on this. Best regards! Mikael.

1,885 19 Feb 2006 - 12:59    Roland Gacayan : I support this petition although I like the proposed Bill #1760 to have more teeth by allowing the Ombudsman to examine bank deposits of public officials even without their consent. The proposed Bill as it is written right now renders the Ombudsman powerless if he is denied access to examine the public officials deposits.

1,876 16 Oct 2005 - 0:03    Rocky Redd : Until Filipinos, as one, become politically mature enough to the point where we no longer elect "personalities" into public office, but rather proven, EDUCATED leaders, we will never have the government we, for generations, have longed and prayed for. Along with that, discard the yokes of nepotism, "utang na loob", cronyism, elitism, regionalism, "me first", etc. etc. -all the behaviors and beliefs that we as a people stubbornly or ignorantly cling to which only serve to divide us. MAYBE then we can move forward as one.
1,875 15 Oct 2005 - 17:35    Randell Tiongson : I hope this will be einforced, assuming it get's passed by the 'incompetent' sanate and house. I am willing to start a fight for justice and peace. It's about time for this to be passed. I need your help. Please help me! Support this one for me!
1,874 2 Oct 2005 - 23:10    Oyie Javelosa : the people of the republic have suffered much due to the insolence of our past leaders. Our leaders, you have taken oaths to serve the filipino in the best way that you can. You have sworn to alleviate the country of its problems. Now, Fulfill them all!!

1,863 28 Jul 2005 - 16:35    Ivy Girlette Jomuad : i always dream of a better Philippines..a better land that can sustain its own people..a land of wealth and dignity. but unless the Filipinos will realize and act as one to put an end to this chronic malady of corruption in the system, unless the Filipinos will start looking ahead instead of his own arse, the Better Philippines will only be just a dream.. support the bill!! way to go PINOY!!!
1,862 18 Jul 2005 - 23:22    Jonabeth Tubbs - Torregsa : This petition is so good to be true! I would definitely support this petition for the improvement of Philippine politics even just a slight changes, I would consider it a miracle. For as we know, Philippine politics is like a cancerous disease that has been metastasized to the bones. However, there is still hope, if we ordinary citizens of the Philippines would start the change in our own self, to our family, to our community then to our country as a whole. Corrupt politicians and government employees dont deserve even a piece of RESPECT from the Filipino citizens. This bill is great. Thanks for the intelligence,and the courage of the creator. Way to go Filipinos!
1,861 11 Jul 2005 - 4:26    JOY : STOP CORRUPTION PARA UMUNLAD MAN ANG BANSA....!!

1,858 25 May 2005 - 14:24    Sarah Estrada : that's good. much better, however, if the government and business should work together to combat corruption. why don't we strictly implement business ethics program. there's no way that a public official can resort to corruption if businesses will stop participating. it takes two to tango.
1,857 23 May 2005 - 16:04    shailene :
1,856 18 May 2005 - 14:48    Clarito B. Ablanque : God Bless Philippines!!!
1,855 14 May 2005 - 5:13    hyde v. manigo : I support for that, it is time to get out from that sticky situation, graft and corruption. I've been an OCW as well as my 2 sisters and 2 brothers, and I've seen much of the world working as seafarer. What I wish is that our country needs people to manage the government who are REALLY REALLY GOD Fearing people.
1,854 14 May 2005 - 5:01    rowena v. manigo : I agree and support it and I believe it is time for a Real transperancy, unless anyone is hiding something fishy...
1,853 11 May 2005 - 15:28    Leah A. Guarin : It is the firm duty of all "public servants" to practice transparency. If SB no. 1760 and 1761 can support this thrust, then I don't see any reason why it shouldn't be ratified by the Senate. Right?
1,852 11 May 2005 - 12:27    arlene v. manigo : graft and corruptions ****s! and it is wide spread like a bush fire in our government, it is the main reason why our country is impoverished...and to think we should not be this way... we are blessed with natural resources and everything...I hope we can have decent people to run this country after all this is all that we have.
1,851 9 May 2005 - 20:43    jetaime yamit : i believe as a 16 year old youth, we must 1st start building our attitude, its not just about our government but us the poeple of the philippiones , lets support our government, the time is short for us to recover, so lets start now!!!!!! god bless
