Whereas, the quality of life of Filipinos has been worsening at an alarming rate, forcing many to seek employment overseas even if it means leaving their families behind;

Whereas, we, Filipinos worldwide, envision a much more prosperous economy in the Philippines, especially for future generations of our people;

Whereas, according to studies done by Transparency International, the Philippines lost as much as US$48 billion to corruption in the last 20 years, greatly undermining social services and economic development;

Whereas, a public office is a public trust; it is the policy of the State to promote and ensure full public accountability in the conduct of its officers and employees, and to prosecute those who engage in corrupt practices;

Whereas, elected and non-elected public servants should be fully committed to the decent survival of the Filipino people;

We, as Filipinos, therefore, PETITION the honorable members of the Senate and the House of Representatives of the Philippines to expedite passage of Senate Bill Nos. 1760 and 1761, which we believe will greatly promote accountability, transparency, and integrity among our public officials and employees, to wit:

Senate Bill No. 1760
AN ACT ALLOWING THE OMBUDSMAN TO EXAMINE ALL THE
BANK DEPOSITS OF PUBLIC OFFICERS WITH THE LATTERS' WRITTEN CONSENT BY AMENDING SECTION 8 OF REPUBLIC ACT NO. 6713, OTHERWISE KNOWN AS THE "CODE OF CONDUCT AND ETHICAL STANDARDS FOR PUBLIC OFFICIALS AND EMPLOYEES."

Senate Bill No. 1761
AN ACT PROVIDING PROTECTION AND BENEFITS TO
PERSONS WHO DISCLOSE CONDUCT CONSTITUTING
GRAFT AND CORRUPTION AND TO WITNESSES FOR THE
PROTECTION THEREOF, PROVIDING PENALTIES FOR
VIOLATIONS HEREOF, AND FOR OTHER PURPOSES.
This bill proposes that the Ombudsman establish its own Legal Protection Service, which would be patterned after the Witness Protection, Security and Benefit Program of the Department of Justice...further proposing that informers be given rewards of up to P10 million or 10 percent
of whatever ill-gotten assets can be recovered from corrupt officials.

Since one of the ideas is to split strings not into words, but hopefully into phrases more semantically informative than the words they are made of, doing that better should mean better suggestions, and avoiding what essentially are word n-tuples should make for smaller data and slightly faster querying.

I support this petition although I like the proposed Bill #1760 to have more teeth by allowing the Ombudsman to examine bank deposits of public officials even without their consent. The proposed Bill as it is written right now renders the Ombudsman powerless if he is denied access to examine the public officials deposits.

long overdue... eto na ang bill na matagal nang hinihintay ng mga pinoy, lalo na those who are working overseas.. kaya lang naman kami napipilitang umalis ng pinas dahil unti-unti nang nawawala ang tiwala namin sa sistema ng gobyerno.. dahil narin sa mga ganid na trapong nakaupo pa rin hanggang ngayon!!!
