We have existing laws to fight corruption in the bureaucracy. ENFORCEMENT is the problem. The Philippine political leaderships (Executive and Legislative) have no guts and political will to fight corruption. They just are doing lip service without concrete action. Maybe they are part of the problem. Filipino citizens should do their part to eradicate graft and corruption practices.

These bills are the first steps. However, there is hoophole that passage of Bill No. 1760 may not be as effective. What happens if the public official refuses to to allow his bank accounts opened for reason of "confidentiality" or whatever legal evasive reason he has. Second, we all know that these corrupt officials deposit their illegal wealth in foreign banks. How can we trace or retrieve this money? Probably these bills would only be an exercise in futility.

This bill is good. However, there are a lot of loop holes that need to be fix before it pass. Specifically: Section 8 Statement of Disclosure- need stronger word and specific to replace "have an obligation to accomplish and submit declarations" to like: public officials and employees must complete a thorough and comprehensive declarations under oath of; ..including those of their spouses and of unmarried and married children regardless of age. also delete "if possible" "children under 18 years of age" These are loopholes that could make this bill very weak. Reason: what if the corrupt create dummy corporate entity own or controlled by their married children over the age of 18; "if possible" what if the corrupt get creative to circumvent this bill by declaring "it is not possible" because of so many ambiguous reasons, not to say they're able to hire the best liar/lawyer?
