I am writing in response to the issues at hand concerning the horse slaughter ban. First of all, let me introduce myself to you as a horse trainer who has lived on a farm and ranch all her life. I am well acquainted with matters of life, death and suffering when it comes to both people and animals. I place high value on the quality of life for my horses and the horses others entrust to my care. I have taken in horses who were abused by another trainer, and have participated in reconditioning and retraining these horses.

While I do not think that we should provide a mass dumping ground for irresponsible horse owners, I do believe that horse slaughter plants have a very definite place in our culture. People continue to rid themselves of their unwanted horses in less responsible and very cruel means, when there is not a humane and reasonable way provided. By introducing the slaughter ban, we cause these people to find cruel means of ridding themselves of their unwanted and now valueless horses. The market for horses has dissolved almost entirely, because no one wants to risk buying a horse, getting a lemon of a horse out of the deal, and being stuck with it. If there is a slaughter market available, then at least that horse will not end up shot through the sinuses by an incompetent owner who has not even bothered to learn how to effectively and humanely euthanize a horse. Unfortunately this is all to common, and many horses suffer through eight, ten, fifteen or more gunshots before they die, all because their incompetent owner had no other options for getting rid of his unwanted, crippled, mean, or otherwise deficient equine. If there were sales that the owner could take his or her horse to, he could sell the horse for a reasonable value either for slaughter or to the otherwise highest bidder, collect the check (his reward for responsible termination of horse ownership) and go home with a clean conscience. But because there are not, these unwanted horses are at best being turned out to fend for themselves, under conditions that they have never been prepared for, and at worst, they are either being left in barn lots to starve to death, or are being loaded into trailers and driven to the wilderness, trailers are unhooked, and left...with the horses still in the trailer. With the license plates pulled off of the trailer, there is no way to track down the owner, and the horses are usually long dead in the trailer by the time they are found anyway.

This is the behavior that we have caused by introducing the slaughter ban. I vote for responsibility. I vote for humane ending of animal lives. I vote to lift the slaughter ban, to reintroduce horse slaughter in North Dakota and in the United States as a whole. I agree that the slaughter system can be abused and used irresponsibly, however I think that it is the most productive, humane, responsible and effective option that we have.
