We, the signed supporters of this measure, are tired of having to put up with unnecessary obtrusive (i.e. gratuitous)-noises in our everyday environment such as:
* Loud boom-box vehicles, (especially at stop-lights and gas-stations, etc.)
* Animals that make noise constantly or intermittently that is disturbing to neighbors.
* Televisions and loud-"music" in almost every public place of business (restaurants, banks, etc.)
* Loud motorcycles (especially in residential neighborhoods).
* Vehicles (including motorcycles) with altered/faulty exhaust systems.
* Neighbors with loud stereos and TV's, (who apparently don't give a damn who they annoy).
* Emergency vehicles who use their sirens unnecessarily (in order to get to lunch/home quicker, etc.); they should have to have electronic "logs" to record when they use their sirens and have to prove by their call-records that the sirens were required).
* Loud boat/jet-ski engines.
* Outrageously loud volume at movie theatres, (especially for previews).
We believe we have a right to a maximum of peace and quiet, and should not have to put up with these unnecessary noises. We want legislation that makes illegal to produce noise that is audible above a legislativly-decided maximum db-level more than 20 feet from the source. This legislation must allow a citizen with 2 or more witnesses to file a civil-lawsuit against anyone who breaks the noise-laws of the state, with a maximum award for damages of $500 per suit; and anyone found guilty/liable in such cases would have to, if possible, alter/restrict/or destroy their noise producing device/animal, etc. so that it cannot break the law of the state.
Legislation should also be enacted that would require managers of any enclosed public-business, (except night-clubs/bars), to turn down the volume of any on-site electronic noise/sound to a state-mandated volume level. Complaints to police, (or to a designated noise-authority), by more than 2 non-related citizens in any year would be deemed a violation, and fines would be assessed based on the amount of complaints and the number of previous assessments. Each assessment would constitute recorded-proof of the failure of the business to comply with the gratuitous-noise laws of the state.
We also ask for legislation that would establish maximum-volume levels for electronic devices such as televisons, stereos, etc. and thus make it illegal to sell or alter any electronic-device, (either new or used), so that has the ability to exceed the legally-mandated volume level. This legislation shall include the authority to confiscate and destroy any device found in the investigation of complaints and/or by police in the course of the their usual duties, that does not have controls to limit the volume of the device to the legally-mandated levels.
WE beseach our legislators to protect us from this escalading noise-aggravation by enacting appropriate legislation, and methods of insuring compliance, as soon as possible. We're tired of the noise.
