We the local, regional and national whitewater enthusiast, canoeists and kayakers would like to petition the city of New Braunfels, Texas into amending Code of Ordinance Sec. 86-15, paragraph (d) Use of life jackets on the river.
" (d) It shall be unlawful for any person, regardless of age, to enter, be on, or in the public waters of the portion of the Guadalupe River that lies within the city limits in an inner tube or other flotation device, other than a six-man raft, when the flow of the river is above 1,000 cfs."

We ask the city of New Braunfels to recognize us, the canoeist and kayakers as qualified, experienced and capable navigator's of waters of excess of 1000cfs. We as whitewater enthusiast are always aware of and diligent of the safety to ourselves and others. We strongly revere the habits of wearing proper protection (Pfds and helmets) against the elements at hand.

We wish for the amendment of Code of Ordinance Sec. 86-15, paragraph (d) to include "Canoes and Kayaks" so forth;

I am an avid canoer from VA and the Guadalupe is my favorite run in Texas. If I am not allowed on it above 1000 cfs, I would not bother to visit.

It does not get interesting to us until levels over 1000 cfs. We regularly use other water ways at much high levels and take all safety precations we can.

I kayak and canoe on the river while it is in excess of 1000 cfs.Each time I approach the river I survey the situation, consider my paddling partners skills, and make sure we all have the proper and gear and training.Please do not block my right to get on the river.Christy Long
