The following petition is to call upon California State Legislatures to ensure higher education remains attainable and affordable in California.
Don't Terminate Education!
The Facts on Schwarzenegger’s Destructive Budget Plan for 2004-2005:
1. $372 million in cuts for the University of California (UC) system and $239 million in cuts for the California State University (CSU) system.
2. California Community College fees increased from $18 to $26 per unit (Students who already have a BA/BS or higher pay $50 per unit).
3. Fees in both UC and CSU systems increased by 10% for undergraduates, 40% for graduate students and 20% for non-resident students.
4. Increased funds for financial aid to make up for higher fees will not be increased.
5. Reduced the number of freshmen enrolled in the UC and CSU systems by 10%.
6. Eliminated General Fund support for outreach activities which encourage enrollment in UC and CSU systems ($33.3 million for UC and $52 million for CSU)

We, the undersigned residents of California, draw the attention of the Legislative Assembly to the following:
• Whereas post-secondary education has become a basic need for Californians and the future development of the United States;
• Whereas university and college tuition fees in California increased between 70 and 200 percent in just two years;
• Whereas tuition fees are a significant up-front barrier to post-secondary education;
• Whereas increasing tuition fees reduces access to post-secondary education; and
• Whereas, students pay more than the full cost of their education in higher taxes upon graduation;
Therefore, your petitioners call upon the Legislative Assembly of California to:
• Legislate tuition fees to be set at 2001-2002 levels;
• Increase post-secondary education funding;
• Increase significantly the number of fully funded spaces available to students at California’s public post-secondary institutions;
• Maintain and augment the needs-based, non-repayable grants program; and
• Call on the federal government to restore federal funding for post-secondary education and to negotiate a national agreement on standards of quality, accessibility and mobility for post-secondary education
We, the undersigned, do not agree with the imposed fee increases for students of University of California (UC), California State University (CSU) and California Community Colleges. We demand that California protect the Master Plan, which is the state's blueprint for providing high-quality and affordable higher education to all California residents. We call on our California legislatures and Governor to recall and revise the imposed budget plan for 2004-2005.
