I am against a law that states how many animals you may have. What would you do to a chicken farmer, or a hog farmer. Tell them they may only have 4 each? Ridiculous. If a person can care for a animal and give it the space it needs, there is no reason they should not own what they want.

This is wrong. Being a AKC dog breeder I know what it like to have an extra dog or two. Is not a crime to have a dog or cat but your treating like it's not the right thing to do. Have you ever heard the saying "Dog is mans best friend."? Where do you have the right to take people pets without a REAL reason. Such as they can no longer take care of them. This is an unjust law. I have 10 cats - all indoors only, well fed and well loved - if I lived in your town, I'd have 6 of my babies taken away from me for no good reason other than "its against the law". Tighten up your laws against animal abuse, and sponser education encouraging people to spay and neuter their pets to stop pet overpopulation.

It sounds like the city of Norfolk needs money so they will squeeze it out of the pet owners. How sad to punish people who love animals. Who thought of this ridiculous law? The law appears to be out of date. Just as any other out of date item, it should be removed or revised. What is the reason for taking them? They are all well cared for and loved. Why not go find the neglected pets who actually NEED care and medical attention!

This is a serious response, a person should be able to as many animals that they have the financial ability and the time to care for in a healthy manner. It aught to be a right to care for as many as you can, it reduces the pressure on animal rescues, humane societys etc. .

It makes absolutely no sense to remove an animal from a clean, safe and loving environment. Tens of thousands of stray animals need homes and the city should be focusing on incentives to GET people to adopt a pet rather than making it impossible to own one!

I think lawmakers have much more important items to concentrate on, rather than going after family pets--pets that are loved, taken care of and no danger to anybody. Put a little more effort into finding and putting away sex offenders. Animals give you unconditional love, they help lower your blood pressure, and provide priceless companionship, no matter what species they may be.

Why make someone miserable who was doing a good thing taking care and loving their animals? Mine are family to me! They may be smaller and wear their coat all year, but they have names, feelings, and their place among us. They bring joy and are our companions. Get off your duff and go after those that abuse them and take that stupid law off your books. For some, our pets are the only family in existance.

I would rather see this law applied to having children;because that actually has fiscal impact whereas owning animals is nobody's else's business and costs are incurred to the owner only. There are far too many animals euthanized each day which is unnecessary and cruel given that there are people that could take them in and love them. I personally have 9 rats and 1 cat in my apt in california, and it bothers no one else. Perhaps the law at least could allow for ownership of multiple animals that are indoor pets only. Please revise your law-it's antiquated and harmful.

did you know that animals lower blood pressure and that they actually can help hinder depression in some people? and that some responsible pet owners and lovers are not rich with money and belongings but do deserve the blessing and benefit of a pet of their choice. Non-permanent residents shouldn't have to hand over their animals just because of this law. In a military town where people are transfered in and out every day it's not right that laws such as this one should apply to military families who are probably going to relocate in less than 10 years time anyways. If I'm going to be here for 6 months and I had 5 cats when I got I'd have to pay to have all of them licensed during that time and find a home for the extra before I get busted and fined for having to many cats. I think that the city should take that law off the books because it's not helping anyone it's just causing more problems. If I didn't care for the animals I could have made the officers go and get a warrant and in the time they were gone I could have very easily done horrible things to get rid of all the extra animals I had. But I let them in and told them I was becoming overwhelmed with rescues and to please take most of them. But now I'm getting cruelty charges when none should apply and I was never even given a chance to remedy the situation on my own. The officers showed up while I was in the middle of my daily/every other day process of cleaning cages and my daily process of feeding & watering the animals. A few cages had dirty bedding. Well yeah, 4 rats in a ten gallon tank can make some dirty bedding in a day. Especially when they like to spread their food around in the bedding. That makes it dirtier. Last year alone my bf and I spent around $6,000.00 caring for these animals. I've got reciepts that show that. We went through 400 lbs of food a month, and I've been working to reduce the number of animals I had. I was rescuing them out. Finding them homes. Charging a small adoption fee and having people sign a spay/neuter contract. Where did I go wrong? Animal abuse is not a matter of how many animals a person has, but in what manner they care for them. This type of law makes me ashamed to live in this country. Spend tax money on capturing rapists, murders and preventing child abuse. I would rather see a home with 13 animals in it than 13 kids on welfare and the mother pregrent with another.

These kinds of blanket laws are almost always a mistake. They do not actually solve the problem of animal abuse and neglect. I have seen cases where one person had one pet and didn't care for it properly. I have also seen cases where a large number (20-200) of pets were kept and well-cared-for in a single household. You should be basing prosecution and confiscation of animals based on how the animals are being taken care of, and not on how many there are.

I believe that if you own your own property, than who are the city or even state officials to say how many animals you have. If they are clean, cared for and loved, why take them from, what is for most of them, the only home they have ever known. I also think that it should be up to the landlords to say what and how many animals are welcome...not the state....

I can understand the thinking behind this IF you live in an apartment. HOWEVER, that is some thing the apartment complex should decide, not the law makers.If a home owner has the room and the financial means to take care of more than 4 animals they should be allowed to. I can see the need for such a law to prevent hoarding, HOWEVER, if the person is physically and financially able to take proper care of their pets, they should be allowed to do so. Taking custody of loved, well tended pets while leaving abandoned animals to fend for themselves on the street is wrong. Please reconcider this law.

I feel that if you are financially capable of caring for your animals and giving them attention and love then there is no need to have them taken away. A law such as this can put SO many loved, healthy, and well cared for pets in the animal control shelters overflowing them and causing more and more pets to be euthenized daily. There are time's when people have too many pets that are not being care for, but I say that if you can love them, feed them, and keep them clean then there is no problem. This law is going to make it so difficult and stressful to own pets and this will result in more strays. This is a law I am strongly opposed to and feel that everyone should look more deeply into the REAL problems and reconsider this.

What is it with city people wanting to disrupt normal families? Why is it a crime for those people who have pets in the house? Isn't it better that someone have 6 cats in their house who are being fed and taken care of that them having the 4 and 2 of them are left outside to breed, destroy property and possible starve? It's a shame that your police officers and animal control officers are so bored that they would have time to harass a person who is trying to help these animals find a permanate home.
