I believe there should be a clause inacted within this law allowing responsible owners with whom spay/neuter their animals to keep more than 4 animals within the city limits.
I support this petition. It is detrimental to animal rescuers. If you want to stop so-called hoarders, find a better way. Do not destroy the entire barrel of apples because one or two have a spot. This will not stop hoarders, who disregard the law anyway. It will only hamper genuine rescue and humane feral population control efforts. A society is only as good as its treatment of animals. Laws such as this don't say very good things about society ...
This is disgusting. I have multipl pets in my home as well and I'll tell you one thing. If they ever came to my home to snatch my babies from me it'll be over MY DEAD BODY! And maybe even theirs TO!
Well I am glad I found out about this law. We are at this time considering moving to Virginia.. lets just say Norfolk will not be one of the options anymore!
This is rediculous to take animals away from someone that cares for them and loves them just to stick them into one of the many kill shelters or sell them to be fed to snakes ( if that is what happened).
All I can say is SHAME ON YOU. You politicians and Animal Control people need to remember who we are. We are Americans, last I checked we lived in a free Country. I am not saying someone that neglects or abuses Animals should be allowed to keep them. Lets be honest though, those people that neglect and abuse animals don't get the kind of punishment they deserve! Why is it you want to punish those that want to take care of their animals by putting a licence fee on keeping them? If you instead figured out a way to make castration free it would solve the over population problem.
Sometimes I wonder who ever makes laws like these - and how the hell they got in a position to make them. Here I thought it takes some sorta brain to pass highschool -aperantly it takes none to run the City of Norfolk.

I would like to say that there rules suck here I came from a town where noone cared how many dogs you had or if you parked on the grass or so on so forth I think they take everything way to seriously an think about keep the bad people of the street
ok i cant see taking the animals and rats away from her. the rats risk being eaten by pet snakes> How is that better? i can see making her get a special license for being a rescue or even to forbid any more animals but to take the ones she has is outragous

This woman's much-loved rats were sold by animal control to a store that fed them to snakes, and SHE was abusive to the animals?!?! This is an outrage! Hold animal control accountable for this sadistic form of injustice! THEY committed criminal acts of animal abuse by willingly sending these innocent rats off to be eaten alive, despite receiving numerous inquiries from fellow rat lovers who were willing to adopt them! If this behavior reflects how the city of Norfolk is run, you can be assured that my vacation dollars will be spent elsewhere.
I don't see how taking animlas away from a loving home, to be placed in a shelter where most are killed for lack of suitable homes is a suitable choice. Let responsible pet owners alone! After all, this IS a FREE country (oh that's right, it's only free for people who complain enough & try to take all the free things away, as well as all the things our beloved country was founded on!)
No one should have to pay for a permit to have a pet, and it sounds like an invasion of privacy to have to report how many animals you have to the government anyway. What could they possibly do with the information?
It is obvious when you come across an animal abuser/neglector, it should equally be obvious when you find animals well taken care of and loved. Do not punish people for caring for more pets than a mistaken law says, instead, work with these people for special circumstances, and permit them to own as many pets as they are able to care for. Maybe a special permit? Thank you!

"Big Brother" - you betcha! With all the homelss animals - animals in shelters, etc. does this make any sense? I personally choose to have pets instead of children. Why not limit the number of human children a person may foster or care for? I have twenty-one pet rats that are ALL rescues.
There is no law telling people how many children bad parents can have, but they restrict a good pet owner on how many dogs or cats? This makes absolutely no sense and I think the laws need to shift more toward irresponsible parents of children and pets instead of caring and responsible pet owners with one too many animals.
