Northwest Indiana has historically had only third tier schools of higher education by decision of the Commission of Higher Education and the State Legislature.

There are four research one institutions, Purdue (West Lafayette), Ball State University, Indiana University (Bloomington), and Indiana State Universtiy. There is one designated "metropolitan" university: Indiana University Purdue University Indianapolis (IUPUI).

All the schools in NWI are in the third tier: "regional" campuses. This means that they have a limited mission. They are truely third class campuses. They also receive half the tax dollars to support students that other campuses receive.

This has further promoted historical segregation and racism in the State since most Hoosier African-American and Hispanic students go to Indiana University Northwest in Gary, Indiana and to Purdue University Calumet in Hammond, Indiana. The Hispanic and African-American students freely decide that they prefer the atmosphere of these campuses. But, the State continuously decides to only support these students with only half the money of the counterpart white students down-State.

The Hoosier citizens of Northwest Indiana through this petition to hereby petition the Indiana Commission of Higher Education to change the mission of NWI campuses, IUN and PUC, to "metropolitan" universities with the comensorate change in mission and funding.
