We the Undersigned wish to require New York City Department of Environmental Conservation to release water from Cannonsville, Pepacton and Neversink Reservoirs when snowpack is present and whenever reservoirs are in danger of spilling. The objective would be to create a void in these reservoirs when snowpack is present or in times of extrordinary hydrologic conditions. Flooding downstream from these reservoirs would be dramatically reduced, saving lives and untold millions in property damage. These releases can be made without risk to New York City water supply. An added benefit would be to help stabilize flows and increase the ecological health of downstream rivers.

Good water managementis essential for the safety of the people and environment downsteam of the dams. The economic impact of proper water management in the Catskill area as a recreational fishery should also be considered. Correct minimum flows will keep the trout fishing healthy and therefore the local economy healthy. The scientists should preempt the beaurocrats.

My father-in-law, Christopher Heiselman, was the soils engineer on both Cannonsville and Pepacton. He had mixed feelings about habitat destruction (including human habitat), but had he lived to see the benefit to the local economy, environment, and wildlife habitat of this great river when allowed to run at optimal volume, he would have felt his work was not in vain. A significant part of his work was Cannonsville,the prime purpose of which is to provide optimal flow. So let's see that the prime purpose is fulfilled. The inabilty of what used to be called the NY City Board of Water Supply to listen is legendary! Let's hope this petition turns up the volume.
