MANAGEMENT AND THE GOVERNING COUNCIL OF OSUN STATE COLLEGE OF TECHNOLOGY, ESA-OKE, OSUN STATE NIGERIA.
It is said that when lies went as far as twenty years one day the truth shall prevail.
It was Friday 11/11/05 when Oscotech student took to the streets of Esa-Oke and stand to their feet to challenge the mal administration of the Engr. Esho led management and say no to oppression, to slavery, to stealing and dictorship by the Junta.
The students mobilized themselves from the town to the College Campus protesting peacefully to change the expulsion of their student union president and the proscription of the student union government in this political dispensation in the country, the students converge at the sporting pavilion in the College to deliberate about the issue at stake when the College authority go ahead to invite mobile policemen ranging to (50) fifty and some tents to disrupt the students peaceful rally, before disaster broke out, when the mobile policemen started shooting the students and mistakenly shoot a gun to one of the management sponsored tout thinking it was a student when the mobile policemen clash with the tout and start vandalization of the College premises and properties and probably looted some away. (Video clips attached).
It may look amazing that what could make the students to stage a protest against the management, well it all began when the 2004/2005 academic session commence in May 28 this year (2005) when the College management increase the tuition fee again after an increament of about 90% in last year 2003/2004 academic session the tuition fee was increased by about 90% again, this make the students union to kick against it and matters were taken to the state government when the state governor supported the increament and say that no going back in the increament even though at a live programme usually hold by the governor (Open Forum) every Saturday. So the increament come to stay as verdict has been given by the chief executive of the state.
The student union again pick-up the management on some illegal fee introduced by the management to exploit the student e.g acceptance & medical fee of N1,000 & N800 from preliminary students promoting to NDI after collecting such money when admitting them into the PRE-ND programme which was very unusual since the inception of the college and the said programme, once again the battle was taken to the state government again and the state governor this time stand at the side of the student saying those illegal fee should be cancelled that was the beginning of the trouble between the student union government and the College management, when we go back to the College the Rector Engr. Esho and Registrar, Mr. Adeoye (JP) called the “SUG” president and say to his face that “YOU THINK THAT YOU ARE SMART AND WISE, BUT LET US TELL YOU THAT YOUR ADMISSION IS PROVISIONAL WE SHALL SURELY SEND YOU AWAY”.
Since then they have been looking for one way or the other to achieve their mission so that nobody could challenge their authority again and the looting of the College fund.
FRESH Trouble began when the student Union Government held a congress on 9th November 2005 at the sporting pavilion at the College premises to discuss some issues at hand, the following top their agenda.
1. Delay in their first semester examination
2. Exploitation and extortion of money by the management from the students.
3. Operating illegal banking business
4. Misappropriation of College fund
5. Dilapidated health centre
6. Accreditation of courses
7. Lack of enough lecture rooms
8. Dictatorship of the rector of the college
9. Cybercafe open by the college
10. Dilapidating lecture rooms (Prelim Village I & II)
The debate on these issues shall be discussed later in this write-up and the resolution at the congress.
When the management heard about the issues the students have discussed at the congress they felt threatened because they believed that cat is about letting out of bag and quickly to safe their face they decide to expelled the student union president and proscribe the student union government without any fear hearing from him on some untrue allegation leveled against the president and his co-executive of the union.
They (management) started making a false publications on the Daily “ such as the one published in Nigerian Tribune on Thursday 24 November, 2005 titled “Day OSCOTECH WAGED WAR AGAINST CULTISM, I am telling you that students are not fools that they could not in the process of waging war against cultism vandalized the College properties and disrupt their academics activities but this management team has an autirior motive behind their publication telling the whole world that over hundred computers were stolen when the College is not having up to Twenty computers system as a whole and again that three vehicles were carted away etc. these are false publications by the college management they want to use this avenue to loot the College fund in the name of claiming damages as they have been doing before.
The student union government is now telling Government, stakeholder in Educational sector, parents and guardians to invite the economic and financial crime commission (EFCC) and (ICPC) to come and investigate the financial activities of the college since Jan 24 2004 till date so that the true picture of what is happening between the student union government and the College management could be known instead of listening and reading the cheap Black mailing the Junta are publicizing against the union, more secret and facts are withheld now for security reasons.
ALUTA CONTINUA VICTORIA ASCETA
1. DELAY IN FIRST SEMESTER EXAMINATION: The College Commence 2004/2005 academic session 28th May 2005 in line with the structured academic calendar by the management and the Board of studies, and in line with 3½ months a semester slated in the NBTE regulation. But rather unfortunate that as at 11th November, 2005 which is about 5½ months the school has failed to write her first semester examination from PRE-ND to HND II Class, the students approach the students union government to express their feelings about this abnormal and too long semester, this makes the SUG and some other students association to approach the Rector and the Registrar in a dialogue meeting to know what is exactly going on, at the end of their meeting the management claimed that only 30% of the students have paid their tuition fee and completed their registration. The SUG could not believe the acclaimed excuse by the rector, thereby going to the bursary department of the College to ascertained the exact percentage of the numbers of students that have paid their tuition fee and completed their registration, only to find out that 78% of students has paid their tuition fee and completed their registration which was in contrary to the information given by the Rector and the BURSAR.
The SUG went back to the Rector to expanciate on their findings, only for the Rector to send them out of his office saying “That is what I want to do, and if 100% don’t pay their tuition fee, examination will not be conducted, to be at the safer side the SUG went ahead to appeal to their students who have not paid their tuition fee to do so, which the students complied and the number of Registered students rose to 89%, secret investigation were conducted by SUG about the state of account of the college only to know that the Junta have misappropriated the total generated fund to the extent that the balance as at 18/10/05 at the college account could not be sufficient to make provision for the examination materials that was the reason the management of the College has postponed the first semester examination indefinitely, when students were aware of this fact they were very furious with the management which make the SUG to called students congress in other to fashion out way forward, this was done and the resolution of the congress were passed to the college authority particularly the Rector to specified an exact date for their first semester examination.
2. EXPLOITATION AND EXTORTION: The college management are collecting series of illegal money from the students in the name of Registration.
When there was an increase in tuition fee sometime ago in the year 2002, the students rose to the challenges and say no to the increament but the excuse given by the management then was that Osun State was operating a free education system from primary to tertiary level, so all the money charge are just administrative charge. But it was so unfortunate that after students might have paid this money which include verification of result fee, the college are still extorting the students most especially those that are using NECO Result to pay the sum of N2,000 to the bank which never appeared in the college bank account and bursary. More than 1,200 students has been a victim because the college only collect the money and never went to NECO’S head office at Minna to do any verification since last year June till date, then the question is this what is the College management has done to the money which the students has paid before in their tuition fee which include verification of result fee, please an external auditor needs to be brought and querry the fund.
Secondly, the college has first made it mandatory for all the students to registered online after they have completed their registration before with the College authority and all necessary fund paid. Now who is suppose to put the students data to the college website, the management or the students, but it was so unfortunate that most students doesn’t know their right that the College authority through the HOD computer science (PASTOR KUNLE BADMOS) is now extorting the students by collecting 450 from each student in the name of online Registration. Please investigate this and save students from this exploitation and extortion by these bunch of thieves that called themselves management. (Advance fee fraud (419) an economic crime).
3. OPERATING ILLEGAL BANKING BUSINESS: It is of a good idea if the college decided to flown a college named community bank so that the internally generated Revenue may increase and both the students and the staffs benefited from it.
In establishing a community bank in Nigeria today there are procedures and rules and regulation that guide such a bank in both in CAMA 1991 and CBN ACT 1991, some of the procedure and rules are:
1. The central Bank and the corporate affairs commission must be fully aware.
2. That any bank acting as clearing house to such bank must not be too far to the bank at most five kilometers distance.
3. That all the cheques, draft and other monetary paper shall be printed and provided by the CBN.
4. That upon commencement of the banking business, the CBN shall be the only body to commission the bank.
It so unfortunate that non of these procedures and rules are complied with by the college management before running this banking business thereby putting peoples and government fund at risk, this is a pure indication of Advance Fee Fraud (419) so the (EFCC) should quickly intervene to safe those fraudsters from defrauding both the people and the government (tax payer). This bank is establish to side fund the tax payers money.
4. MISAPPROPRIATION AND STEALING OF THE COLLEGE FUND: It is very obvious that the management are stealing the college fund and the tax payer’s money, by not disclosing the exact number of registered students to the government, for instance in 2004/2005 Academic session as at Nov. 11 which the college was closed down by the college authority and the governing councils, the total number of registered students are 14,750 both in school A and B (breakdown school A 9,000 students B 5,750 students but it is so unfortunate that the Rector and the management of the college went ahead to deceive the state government, parent and guidance and all the stakeholders in education on media that they have just 9,000 students registered in all which only belongs to registered students in school A (419) but as I’m writing this report the total number of registered students are now 21,000 in all except the part-time programmes.
It was true that there was a student riot on the campus on Friday 11TH November 2005 and properties were damaged and looted but some later recovered by the students, though in an idea situation reparation are expected to be paid by the student with due process and not the management using that avenue to exploit students and parents. Based on claiming reparation from students the college went ahead to the media and Daily’s to announced that properties worth N90m was vandalized and some carted away. After overshooting the valuation of properties damaged, the rector and the entire management team and the governing council decided to deceive the government, parents and guidance and other stakeholder in the education sector that 9,000 students are registered students instead of 14,750 student registered as at then 11/11/2005, so each students are ask to pay N10,000 which amount to N90m by their own estimate, this is far from the truth because as I’m writing this report the management has collected about N210 but hiding it from the government so that both the management and governing council can steal the excess from the college purse.
The EFCC should audit both the school A and B bursary as they both run different bursary account.
Secondly, illegal N150 bank commission on drafts, there is no payment made to the bank without paying draft commission which is very correct in line with banking business, but it is a crime when some set of people just decided to be stealing public fund from every fee payable, draft commission are charged and draft issued but there are two different money payable to the bank which commission are charged on bankdraft and drafts are not issued e.g payment on admission form and admission acceptance fee, instead college receipt were issued directly from the banks the students complaint and nothing was done on it, so the students union government went to see the manager of the college bankers (Afribank Plc. Esa-Oke Branch and OSCOTECH Community Bank) but what the managers told them that it was the arrangement of the Rector and the management, that N50 is what the bank is charging as commission on that service and the balance of N100 belongs to the Rector and his management team. Investigation should also be conducted on that again.
Thirdly, misappropriating the college fund by the governing council members.
It is obvious being members of the governing council is a call to serve and not to steal.
When the governing council member was inaugurated by his excellency the executive governor of Osun State in August 2003. they were charge with the responsibilities of moving the college to a greater height but this was a wrong assumption by the governor. The set of people (governing council members see it as an avenue to loote public fund and not call to serve. Illegal allowances are collected such as GSM purchase and maintenance allowance, traveling allowance, pre-meeting allowance and many other non existing allowances, but these was not enough for them but rather look for more avenue to steal the college fund. When it was August 2004 N5m was expended in the name of celebrating one year anniversary of their call to serve (Big wastage),one year after that precisely September 2005, another N1.5m was collected by the chairman governing council to foot his daughters wedding at Osogbo, whereas the college buildings and lecture rooms buildings are dilapidating begging for renovation, staff are suffering, no good welfare package yet the idiots are wasting the college fund on their personal life and activities as car loans etc. it is time for these public thieves to be apprehended as students, parents and guidance, and the college alumni association are crying out to the government, ICPC and EFCC to come to their aid before the college is declare insolvent.
5. ACCREDITATION OF COURSES: We the parents, guidance and the Alumni of these college are crying to the state government EFCC and ICPC to save our soul from the hand of the Rector and management and the governing council whom are refusing to Re-Accredit all the courses offered by the college, thereby allowing the name of the college to be blacklisted among the polytechnics in the country.
Recently in one of the Nigerian daily’s precisely THE PUNCH NEWSPAPER dated 14th March 2006 the name of the College was published among other polytechnics by the “NBTE” national board for technical education, the only body that regulate and accredit courses in all Nigeria polytechnics, mono-techniques and college of education that Osun State College of Technology Esa-Oke are offering un-accredited courses and those that are due for Re-accreditation are not been accredited for the past 24 months (2yrs).
This publication was shown to the Rector of the college but a care-free attitude was shown by him, later the Rector was contacted again and ask him why are not all these courses accredited or renew their accreditation but the excuse he gave was that there is no enough fund to do the accreditation. So the big question is this! Where are they keeping or spending the huge amount of about N320m Naira generated as “IGR” internal generated Revenue annually for about 3yrs now and the “ETF” Education Tax fund given by the Federal government to developed the College for the past 3yrs also, because one could not account for a single capital project done by the present management and the governing council since the assumption of office for the last 3yrs. Though they deceive the state government by calling the state governor, SSG and the speaker of the house of assembly to come and commission some projects that are built by the immediate past Rector such as the faculty of environmental study complex, the new administrative complex and the community bank building claiming that they built them all in their administration in less than one year, with the college “IGR” then if it was so where was the ETF given to them for the last three years (3yrs). But now thanks to the “ETF” representative in the state that has come to the rescue by telling the truth and ask the college to remove all the statue of the state government and their names of the building and re-named it ETF building which the college as quickly complied with, another condition given by the ETF officials is that the Audit report of how the “ETF” has been spent for the past 2yrs should be presented and forwarded to the ETF state office which the college have not complied with for the past “11months”. So please save our soul because it is now glearing that this present Rector/management and governing have no focus and nothing to offer for the college if all these could be happening and no remedy to it, because it is we the students who are carrying about the certificate of the college that will suffered for it among out colleagues, labour market and the world at large, after investing so much to read and graduated from the college.
6. DELABIDATED HEALTH CARE CENTRE: The acclaimed Health care centre by the college is no more an health care home but popularly referred to by the students as death centre because all the laboratory equipment and drugs that are suppose to be there are not, there is no Ambulance car or Bus to convey student during emergency, then the big question is this, where are they keeping or how are they spending the N800 which to about N12m annually normally collected from the new intakes of students like the Prelite, NDI and HNDI students of both school A an...
