This bill only hurts pets and responsible breeders, not puppie mills who already isolate their animals because they have too many to properly socialize them and give them the love they need.
Sen.Santorum - Please educate yourself regarding the ture intent of your bill. You are missing your target, at the expense of 'responsible' pet owners. Puppy mills and the owners/operators are where you need to focus! If your true concern is the welfare of animals..and NOT how much money you will receive from the puppy mill's lobbying your support, do the right thing - pull this bill!! Maybe you will be able to sleep at night...
I love my dogs as much as I love my kids. Most hobby breeders feel the same. The people who should be looked at are not us but people who see dogs as a 4 legged business - puppy mills!!!
PAWS requires goverment inspection of the residences of hobby breeders, who are already regulated by local authorities. By expanding USDA inspections into hobby breeders' homes, it will stretch USDA resources and diminish their ability to concentrate on large-scale commercial and interstate animal raising and transportation.
We do not believe that the provisions of the PAWS 2005 proposed legislation, SB1139/HB2669, will enhance the effective enforcement of the AWA. We believe that the PAWS provisions will further invade/limit private citizens' rights to own and breed pets, which we find unacceptable
Badly drafted and ill intended legislation just worsens rather than helps. Please do not support this legislation. It will hurt the innocent and help the guilty.
Legislation needs to target puppy mills and the horrors inflicted on these animals as well as the lack of quality (but certainly not lack of QUANTITY) being produced - instead of on the breed enthusiasts/
hobbyists who genuinely strive for the betterment of the breed, and who love and care for both the breed(s) and the dogs they produce.

This bill is too vaguely written to be of benefit in promoting responsible pet ownership. It imposes impossible restrictions on hobby-breeders who are the source of good, quality puppies. Without quality puppies to purchase, buyers will be forced to purchase puppy mill puppies, the very source that this bill is trying to control.
If you want to stop the problem of over population and abused animals then take the same time and energy and put it into passing laws that make impulse buying a thing of the past. Stop the sales of pets in Pet Shops, Flea Markets and roadsides or parking lots. These pets are on dispaly and sold to anyone who has the money. We, as responsible breeders screen potential new homes and place our pets with more in mind that the almighty dollar. We want our babies to have wonderful forever homes with people who have taken the time to find the right pet and have considered all the work a new pet will require. Pet shops, flea markets and and roadside or parking lot sellers only ask "Will this be cash or charge."
I beg you to stop this bill. It will hurt breeders who are trying to protect rare bloodlines and do nothing to help the small hobbyist. Defeat this terrible bill please.

Responsible breeders/exhibitors do not need more federal laws to govern the breeding of quality purebred animals. The AKC has set very high standards. Any additional federal law should be aimed directly at the deplorable conditions that exist in puppy mills.
Such legislation is starting on the slippery slope of complete government regulation and oversight of the smaller hobby breeders/exhibitors. There are barely enough USDA funds to adequately investigate the big puppy mills and brokers. Please stop this bill and leave the hobbyists and small serious breeders alone.
Bills like this will only force the small breeders out and actually add to the puppy mills since only they will be left. Don't allow the animal rights people to take out pets from us and our children.
This bill is doing all animals lovers a great diservice!! The small hobby/show breeder is not the problem here. The big time puppy mill operations are. Work on makeing the laws already in place for the policing of commerical breeders enforceable and stay out of private homes.

The PAWS provisions discourage responsible breeding practices and instead encourage "puppy-milling" which is the real source of the pet over population problem.

Please oppose. There is no reason to put undue regualtions on the people who are trying to help meet the need for responisbly bred, sound and healthy pups. My dogs are my family and I value them as much as the two legged kind. Maybe a better use of time would be to bring about legislitation that better guards against abuse and neglect both human and animal.

Why punish small hobby breeders that also do rescue? Or, punish good rescue organizations? Eliminate the large puppy mills not the responsible breeder that really cares and loves their animals and is working with every generation ideally to improve their breed and always has a clause in the contract of first rights to take back a puppy they've placed at any age for any reason. And usually small hobby breeders keep most of the stock they have produced to ideally improve their own lines in another generation.

The Senate and Congress should be devoting their time and efforts to problems such as homeland security, social security, and cleaning up their own "house". Stop wasting time on legislation that basically duplicates existing laws that can't be enforced correctly NOW.
Lets focus on eliminating the large puppy mills not quality hobby breeders. This bill is just an invasion of privacy for hobby breeders and is downright dangerous for the rescue organizations that do such wonderful work. Do not pass this bill.

Yes, I believe laws governing pet breeding need to be changed. However, what has been proposed does not target the problem. The majority of excess pets which flood local, country and state humame agencies are not products of breed fanciers but commerical kennels breeding strictly for profit. They provide pet shops, flea markets and backyard breeders with inferior animals which eventually end up on our streets or shelters because the owners could not afford to treat or cure hereditary defects and health problems associated with puppy mills and backyard breeding. If you really want to cure this world of pet overpopulation, rid it of all commerical breeding and leave the fate of our dogs to people who care.
We need to put teeth in the current AWA and enforce the te already existing law.

This bill does NOT protect the privacy of a citizen who had only 2 dogs that whelped 26 in 1 year as written. It does NOT proveide for the sale of co bred puppies from the non whelping home. It is unconstitutional on the face of it as it allows entry into private homes without just cause. It will not keep good breeders in the fancy of showing dogs but will make dogs a liability for them. It will increase the number of those who breed soley for monetary gain. It does not addrress monetary issues of inforcement ie: what source of funds is paying to inspect the private home, unanounced? It will create the situation where owning animals will mean loosing rights as Americans. It will create worse situations for animals by forcing them into only having commercial care, and by forcing them underground.
Puppy Mills always seem to find a way around the law. This bill will only hurt/punish the responsible breeders. Breeders who have a deep love & commitment to their breed. The very ones who strive so hard to produce well balanced healthy animals. Please do not pass this law.

As written this legislation would force hobby breeders to keep their animals in the deplorable conditions the USDA currently imposes on the commercial breeders to the detriment of all animals.
It would reduce the number of well raised dogs that grow up in people's homes not a kennel run or cage and limit the possibility of anyone getting a correctly raised and socialized puppy.
To correct inhumane treatment Humane laws need to be funded and enforced. It is not numbers that indicate quality of care. I've seen one litter homes where the conditions were deplorable for the animals and 20 litter homes where the raising of pups could not be faulted in any way.
Its not numbers its care that needs to be addressed and this legislation doesn't do that.
