I feel this legislation will cost the taxpayers too much for too little. It would be better to spend the money for low cost neuter/spay clinics and education for responsible breeding and pet ownership.

Just how does our goverment think they will be able to find the funds to inspect the residences of hobby breeders. This will strech the resources of the USDA that can be better spent on other more important issues. If you want/need a bill you should ask the group that support this and other breeding hobbies before you propose a poorly written bill like this.

Sen. Santorum stated publically in a May 2005 news conference that this bill would not harm the hobby breeder. This shows a lack of research and understanding of the hobby breeder. As written, it will do serious harm to responsible hobby breeders, and those who survive will be turned into puppy/kitten mills in order to comply with the regulations. The leadership of the AKC is not qualified as an authority on the breeding of cats and I find it appalling that the sponsors of this bill have permitted them that role. The Senator may think he has the best interests of animals at heart, but he has designed a bill which will have the opposite effect. This bill is not well conceived and should not pass.

This bill does NOTHING but forward the animal rights agenda to regulate ALL breeders and harrass until there is little to no breeding left. The USDA cannot possibly inspect all the hobby breeder homes, and if they "contract" for such inspections, the AR activists will be right there, ready to impose their "no-birth nation" agenda in the U.S. Do you want your grandchildren to be able to have pets? Then stop enabling the "incremental legislation" that is the strategy that the animal rights people (HSUS, PETA, DDAL, etc.) are using to impose their fascist belief systems on the American people!

responsible breeders are the backbone of the dog and cat world. By making it impossible to maintain the quality that we produce, you give free reign to the puppy mills who don't care about health issues. we are suppose to be the land of the free, but with the hsus, peta, doris day society, they see free in a totally different context. we all are voters, and will remember those who vote to take away our rights too. pets raised in home environments are more adjusted to family life. most of us do already pay into our states for licensing, taxes, etc. we are responsible for our "kids" and do not wish the govt to try to take away our right to maintain our homes and the lives of our animals.

I agree with Marica Shaoon of Organ. I am also a farm girl. Marica states....Please vote NO. Many people who raise dogs for profit, for whatever purposes..show or pets, competition, etc., are leftovers from the "family farm" tradition that built our nation. Our ancestors pioneered America, made America mighty with their sweat and blood, raised the crops and livestock that sustained our people and much of the world's hungry, and then dropped their plows, exchanged their cowboy boots for combat boots and went to war to defend our soils and our freedoms. Many of us (dog breeders) have the blood of these ranchers and farmers calling out to us from distant years long past. The small family farms today are rare...but in this day and in our way...we are providing for the people of our nation. We are providing good quality animals that give unconditional love to the unlovable (and the lovable), we are providing service dogs to help those who are disabled, we provide dogs for sport and hunting for America's recreation and competitive enjoyment, and for protection in an ever increasing hostile social environment. Never, in our history has so much money been spent on pets and their needs, as well as products for our pets. A lot of revenue is exchanged...and taxed, by the folks who love and need their animals. Please...once again...vote NO! Thank you from Oregon... Marcia Shannon And Sammie Hankins of Missouri

We do not believe that the provisions of the PAWS 2005 proposed legislation, SB1139/HB2669, will enhance the effective enforcement of the AWA. We believe that the PAWS provisions will further invade/limit private citizens' rights to own and breed pets, which we find unacceptable. Please don't support this bill. The USDA needs to focus more on regulating the puppy mills with the current set of laws. The only people hurt by this bill will be small hobby breeders, those of us who are responsible, socialize our puppies, and stand behind what we breed

I for one feel all pets should have humane contact and as for Hobby breeders and show breeders they do give the contact that is need for the dogs, puppies to be sound out in society and that go's for all diffrent kinds of Hobby breeders and show breeders of diffrent kind of species of animals not just dogs. As for Puppy mills, Paws should be foucusing on them if they really want to make a diffrence in sociaty.Puppy mills don't beleave in humane contact until it's time to sell a puppy. They are trying to pass a law that is making it ok for puppy mills to sell sick and unhealthy, inbreed animals with out any humane contact and that makes for a dangerous animal in sociaty and lots of vet bills and broken hearts. Please don't allow this law to pass. Yes stop puppy mills leave Hobby breeders and show breeders alone that care about there pets. Paws needs to spend more of there time and money focused on puppy mills, they are the real problem. Please don't let this bill pass

Most responsible breeders of pedigreed cats maintain their small catteries in their homes. If the federal government is successful in imposing the regulations defined in the PAWS bill, we will be required to remove all floor coverings from our homes, denude our yards and gardens (into which our cats NEVER go) and open our private homes to government inspections. Surely the federal government has more urgent duties than to harass us and invade our private homes.
