This bill is totally unfair to the responsible breeder. It doesn't do anything to stop puppy mills. The ones who will be hurt the most with the enactment of this bill is the responsible breeder who knows that socialization is soooo important for a well adjusted pet. That can't happen when the pups are in a building detached from the house. As a hobby breeder, I am totally opposed to the PAWS Act bill. Land of the free and home of the brave--what happened????
This amendment (as written) has significant flaws. Even if I supported the concept of PAWS 2005 (which I do not) I would feel that the amendment should be defeated until one could be written which had fewer "side effect" problems.
By making it more difficult for hobby breeders, who exist only to improve their chosen breeds, you create an added market for the puppy mills which exist only to create a profit.
When did the law makers of our country decide to STOP writing laws for HUMAN rights and instead right laws for ANIMAL rights? In a democratic society, animals should NOT have more laws and protection than humans. Moreover, in a democratic society, the government should NOT be allowed to tell FREE Americans how to live in their homes and on their own land. Please do not support this bill.
I can't believe you would group hobby breeders in with those who sell to pet shops. You need to educate yourself more on what constitutes a hobby breeder vs pet mill.
I do not think we need more government control of our lives. Cats need to be in our homes from day one, this makes them more sociable and content - they are family members. It is not necessary to have an outside organization telling us how to raise our babies.

Please do not pass this bill. It is one step closer to closing down the reputable breeders and pet owners as well. I have family members who fought in wars to ensure our freedom. Our own governmentt is taking away our freedoms one by one. Why should the USDA have a right to be in my home? Why should my pets be put outside? Surgeries for older pets??? Please!!!
Please do not pass this bill. It will only increase puppy mills - many of which are already USDA inspected, and shut down so many reputable hobby breeders. It also could have a negative impact on rescue groups.
This bill will only make it difficult for responsible breeders to continue their hobby, and will not stop those who already choose to disregard laws as backyard breeders/puppy-kitten mills.
This bill is seriously flawed and is only a tool by which the animal rights extremists (read terrorists) can further invade and degrade the quality of life that pet owners provide for the furrier members of our families.
This piece of legislation does not differentiate between care management issues for different species.
This will involve even the smallest of home breeding situations and require them to meet commercial guidelines, which will be impossible for most.
This will stretch USDA resources to the breaking point, when these hobby breeders organizations already have inspection and enforcement policies in place to protect their animals. This also is unfair to breeds that have 1-2 offspring per litter and would make continuing any quality breeding program entirely too expensive to also meet USDA requirements.
In neglecting to consider that the reproductive biology of cats is drastically different from dogs, and applying the same rules to both, this law could effectively eliminate breeders of purebred cats in the U.S. within a few years!

The government needs to worry about stopping the puppy mills FIRST ... once they can actually do that may they put silly laws like this on loving, caring breeders of dogs and cats who socialize them in their homes, and not lock them in feces filled cages
This bill only hurts those responsible breeders working to maintain and preserve our breeds. Don't punish us for the few puppy/kitten mills out there. Cats are not dogs, and cycle in season year round. This is totally unrealistic for any respectable cat breeder.
I oppose the PAWS on many different levels, but mainlt because government interferece with pet breeders will only hinder the agency and add cost to the breeders and buyers.
This law will only penalize law-abiding folks. If current laws -those already on the books- were properly enforced, there would be no perception of need for new laws, except for the stated agenda of the H$U$ and PUTA to end the existence of ALL domestic animals.
Why haven't the current laws been enforced? This will only hurt the responsible breeders.
Puppy buyers need to be educated and the current laws need to be enforced.
We cannot enforce the laws we have already that protect animal welfare. This bill we do nothing but additional control into the hands of people who have never understood the value of the small hobby breeder.
