this is just more bureuacracy and a waste of taxpayers money. It will become harrasment of private breeders who keep their animals at home for socialization; not the pet mills.
If the government would put as much money into low/cost spay/neuter clinics as they spend on restrictive legislation, we would not have an overpopulation problem.
Hobby breeders of cats and dogs are currently regulated by local laws in many parts of the country. PAWS would add another layer of goverment oversight. This can only lead to further use of valuable USDA resources thereby diminishing their ability to focus on large-scale commercial and interstate animal raising and transportation.
I am a dog owner, dog exhibitor, occasional breeder and a Registered Voter. Please vote against HB1139/HB2669. It is a poorly written law that cannot possibly solve or improve the problems it was purportedly written to address.
Any type of quota based system must inevitably favor some groups and discrimate against others. There are better ways to address direct retail sales.

The government has no business in this type of thing. It gives the government and AR groups waaay too much power over John Q. Public. If the government wants to regulate something maybe they can start with insurance companies.
I am not even a breeder, but if this legislation goes through, I may consider starting to breed and maybe even get some friends to start also, because if this bill passes then the AR's will eventually accomplish their goal of no more dogs and cats as pets, so someone will need to keep the gene pool going. Oh and my dogs won't be AKC registered either.
Everyone be sure to get a list of which of your congressmen voted yes so you can be sure to not vote for them in the next election!
The PAWS bill is incredibly badly written and will have dire consequences for responsible cat and dog breeders, not for the puppy mill breeders who have the deep pockets to pay for federal licencing and will be able to comply with the dozens of pages of regulations (which turn dogs and cats into livestock, not family companions.) The horrible problems of some puppy mills should be addressed with laws against cruelty, not with laws against breeding.
Get rid of this bill. If you ASSUME this bill is a good one, well, you know what ASSUME means?! The bad breeders have destroyed everything for the good breeders. To pass this bill would mean the puppy mills have won. PM's have controlled the responsible breeders. Research a little bit more, open your eyes and use common sense!
I would rather get my pet from a loving home environment than from a uncaring, 'puppy mill' type of facility. Kittens & puppies need to be socialized with their siblings and with humans.
I live in Arizona and remember when changes in the "LAW" brought an end to the great ARABIAN HORSE FARMS. Now there are row after row of houses....lost are the beautiful horses!
The irresponsible puppy mills and such are the real problem. Any law that deals with animal rights must be carefully worded to keep from hurting the responsible breeders and pet owners.
I am a member of both AKC and CFA and I believe the language of the bill to be confusing and misleading lending itself to not solve the problem but to create others.
Just who are you trying to pick on with this bill..sure does not stop puppy mills...and hinders the responsible breeders who are trying to promote the health and welfare of different breeds..
Please rethink your support of this bill and direct your energies to the puppy mills who treat animals like dirt. They are the real problem - an issue that I am intimately familiar with because my brother bought a dog from Doctor's Pet center - a direct outlet for puppy mill animals. The poor dog was never right. She was a nervous wreck when she first arrived in our home and she never completely recovered from her first life experiences. Most home hobby breeders on the other hand, the ones who will be hurt most by this bill, raise animals because they love them so very much. Most treat the baby animals like cherished members of their own families raising them "under foot" so to speak in their homes where they socialize and nuture the litters as though they were their own children. The animals from home hobby breeders are usually lovely, sweet beings who make wonderful pets. Those of us who buy these wonderful creatures still bring rescue and pound animals into our homes. I have 3 animals from a home breeder, one from the pound, and one from rescue.
There are plenty of identified problems with puppy/kitten mills, PETA, some shelter agencies, wholesale and retail operations and other businesses and organizations that need scrutiny. Let's not add to the list of investigations with individual breeders unless and until it can be shown that these people are a problem that cannot be solved with existing laws and regulations.
Sen. Santorum - this bill will absolutely harm hobby breeders. Please go after what your real target should be - puppy and kitten mills that breed irresponsibly, not pure-bred hobby breeders working to protect their breeds.
This bill is badly written and has already been subject to multiple interpretations. There are loopholes that will be used by those that the law purports to control, and which will then be used by Animal Rights groups as a hangman's noose to strangle legitimate breeders. We need laws to control cases of abuse whether the owner has 1 dog or many, whether the person breeds dogs, cats, or not, we need health codes that deal with unsanitary conditions whether they breed dogs, cats, or not. These laws are best handled at State level. We need carefully crafted puppy "lemon laws" to control the sale of diseased puppies and kittens. We do NOT need Breeder Specific Legislation just because the CEO of HSUS wants to end all breeding of domestic animals.

This will in essence spell the end of purebred cats. If that is not what the aim of this bill is, I would be very surprised. Cats are not little dogs. They require breeding when they require it, and holding them off makes them have uterine infections.
I oppose the PAWS 2005 amendment. It is a further invasion of our rights and does not address the corporate and cultural puppy mills which could easily be shut-down with proper inspection and enforcement programs.

hurt a lot of desent, loving pet
and show owners, that have put a lot
of work into their hobby, and being very proud of their

into their breeding

healthy and beautiful pet or show kittens.
Please don't take away, what God has
given us.
By allowing this bill to pass, our basic freedoms
granted by the bill of rights will be compromised.
On another level, this bill does not make sense in today's economy. We
are losing jobs, school programs are being cut and inflation is, well,
inflating. We are also spending enormous amounts of money to support
armies of invasion in two countries. To enact legislation that would
defer monies to spy on the mating habits of every Muffy and Fluffy in
the country is fiscal irresponsibility.
Please consider if passage of this bill will result in a useful expenditure of tax dollars. Also pleaee consider the thousands of families who would be impacted by this bill and have their privacy invaded.
