This legislation will penalize the Hobby Breeder and the small breeder who have spent years working towards improving the breed of dog that they love. They are the breeders who have spent vast amounts of money testing their dogs for genetic disease and working in an effort to eliminate those diseases from purebred dogs. Please do not support this bill!
Please do not pass this bill. It will only penalize responsible hobby breeders, like myself, who raise puppies in their home to insure that only well socialized puppies are adopted out. This is a poorly written bill with many loopholes. I am surprised that AKC has had anything to do with a bill such as this.
As a former animal control officer, I can say this kind of legislation will do nothing to stop the breeding of unwanted pets. AKC.s backing of this bill does not speak for the many thousands of dog breeders participating in show/hunt/performance events across the US. And just who is going to pay the salerys of the people hired to enforce this bill???? ME! And the rest of the tax paying citizens..there is enough wasted spending by our government...lets fund spay neuter clinics instead of supporting PETA!
It is a pervasive problem with our legislative bodies that they would rather pass more laws than enforce the existing laws. There are already laws existing to protect animals and weed out bad breeders, they simply need to be enforced. The vast majority of individual “hobby” breeder takes pride and great care in the breeding of their animals. We do not need further encroachment of the Federal government into our homes and businesses. Do not succumb the animal rights extremists who would use the might of the federal government to strip us of the right to breed and even own our animals.
This bill only hurts pets and responsible breeders, not puppie mills. The U.S. government simply should not be messing around in the small-scale hobby breeding of pet animals.

With puppy mills producing tons of ill bred dogs and not being inspected or forced to comply with any laws it is rediculous to propose any other laws that would impact RESPONSIBLE Hobby breeders In my opinion.
Please DO NOT pass this Bill. They should use their energy and monies on shuting down the puppy mills. I have two rescue dogs that are a product of a puppy mill and are products of a life in a kennel without the proper enviroment.
Please stop assisting in the perpetuation of the demise of purebred cats and dogs, which is nothing less than genocide against another species by perpetually reducing the numbers of breedings regulated b our Government. I would hope our elected officials would be more concerned over child crime, adult crime, the economy, the war, etc., than puppies and kittens.
Please do not pass this bill. You will have reputable breeders shutting their doors and our humane organizations will be flooded with unhealthy pure-bred dogs. Please don't pass!!!
making small hobby breeders have to get USDA licensing to breed is only going to encourage the big puppy farms and put the small responsible breeders out of business.

you may have meant well, trying to stop the puppy mills, but this bill is not how to do it. You can't hurt the responsible, caring breeders in the process of trying to shut down the puppy mills
Certainly a more effective and less intrusive way to control "puppy mills" can be attained. This measure will disable the wrong breeders and groups designed to rescue pets in need.
Please educate yourself regarding the true intent of this bill. You are missing the target, at the expense of 'responsible' pet owners. Puppy mill owners & operators are where you need to focus! Go after the real puppy mills, not responsible breeders who are trying to protect good bloodlines. If your true concern is the welfare of animals and NOT how much money you will receive from the puppy mills lobbying your support, do the right thing - pull this bill!!

Have you stopped to think what effect this will have on the breeders of service and assistance dogs? Puppy mills are the culprits, not responsible breeders and owners.
Isn't this the United States of America? The land of freedom? VOTE NO but yes to shutting down puppy mills were they are not raised by humans and socialized the minute they are born, to live out a wonderful life of joy by being loving companions that live inside with their owners that would do anything for the animal, not outside 24/7 or in a cage too small and full of filth. The puppy mills is what the AKC should be concerned with, not the loving, devoted hobby breeder that puts their whole lives into every bit of it.
The target population of this bill that would be hurt the most are hobbyist breeders and/or people who show their dogs and promote only the best of the breed. The passage of this law would treat our beloved pets like cattle with a USDA stamp across their butt. The AKC has opposed this bill in some form in the past. Does the AKC support this current bill? As the premier dog club of the U.S.if the bill doesn't have their support then something is wrong.
Most Hobby Breeders have dedicated their lives to their breed. They spend all available finances as well as time in caring for their breed. Hobby Breeders are always available for the education of their breed and have a sincere concern for the lifelong welfare of their offspring. If the PAWS 2005 is passed, the Hobby Breeder will become extinct. Most Hobby Breeders are already taking a loss with their business and with the restrictions proposed, the Hobby Breeder will no longer be capable of staying in business. Take the time to talk to a Hobby Breeder - they have a great deal of knowledge to offer.

Senator Santorum please get your facts and inspections aimed at the people/puppy mills who perpetuate the overpopulation and unhealthy breeding. You know it isn't the "little" guy in this. Take a stand where it needs it. Attach puppy mills and other "retail" outlets, not the small time breeder's producing single digit litter's per year.

On the surface, this bill sounds reasonable. However, when you factor in co-ownerships(common practice), small litters (2-3 pups per litter) or 3 large litters (11-13 pups per litter) you will see that even the most responsible, occasional breeder can fall under this regulatory control. This bill is a huge victory for PETA, HSUS and other such fanatical groups.
Also, this bill will do nothing to curb the abuses of puppy mills but instead will give them greater economic incentive by severly restricting the law-abiding, responsible breeder's ability to supply good quality, healthy puppies to the public.

Hobby breeders are a benefit to most breeds,strategically producing a few puppies at a time. Puppy mills seek only to profit from the sale of many dogs, with little or no regard for good breeding practices. Please concentrate your efforts where you should.
This bill totally misses the point of its intent - the horrific puppy mills across the country that sell overbred, under cared for puppies to unsuspecting owners!
