This bill will not deal with the real problem of puppymillers, who by defination, do not care about their animals. There's not a law that can be written that will change that. Instead of stopping these uncaring owners, this bill will simply hurt the caring owners who already give optimum care to their pets. No caring owner, who loves their pets want them locked away from them. This is the USA, we should be free to care for our pets in our own homes if we so choose. Please do not pass a law that takes away our rights.

As the bill is now written, Rescue orgs that recieve some monetary compensation with placements would be restricted to rescueing no more than 25 animals a year! What are you thinking? We clean up the mess and we will be lumped in with the puppy mills. Where are my constitutional rights and what has become of the meaning held by our forefathers?

And why is a Republican sponsoring this invasive legislation...along with the most liberal Democrats (Durban and Feinstein) and possible the most liberal Republican (Specter) in the Senate? WRITE THEM OFTEN - GO AFTER THE COMMITTEE/SUBCOMMITTEE MEMBERS and kill this bill early. This bill should be aborted before it lives. We cannot depend on the President to veto it - because he won't.

As a responsible hobby breeder, it is not the likes of ME that should be subjected to legislation, but those who are commercial breeders a/k/a puppy mills who care nothing for their animals or the puppies which they breed and foist on a paying unsuspecting public. PAWS is not the answer. This law should be held back and re-worked so that it doesn't begin a dangerous precident which we will all regret. I am all for preventing cruelto to animals, but the real agendas of PETA and HSUS are not for the betterment of animals, but for the killing or all pet and companion animals. It is time that the legislators, both federal and state, understand the mentality of the PETA and HSUS folks and "read between the lines".

I am truly worried about those of us spending our own money and time to rescue. We get an adoption "fee", thats compensation for a product... we place over 25 a year, we can't afford to have to be USDA licensed and build a kennel to their specifications to do in home rescue.

We The People did not Constitutionally delegate to the Federal Government the power to regulate how we deal with, or treat, our pets. This is a State and Local matter, as clearly stated by the 9th and 10th Amendments. This extension of the AWA (and the AWA itself) is a tyrannical act that cannot be tolerated.

Stop taking away peoples rights and freedoms. I thought America was land of the free. Not land of the rules, regulations and taxes. What next? This bill is taking away peoples freedom of having a hobby and enjoying their pets, and sharing that joy with others. This needs to end. Do not pass this bill. It is just another step to removing our freedoms and hurting the private breeders. You are allowing the big time puppy mills to flourish and hurting the caring breeders by this bill. Puppies should not be raised in big commercial kennels on an assembly line and this is just what you are promoting with this bill. Are you going to regulate every other kind of animal breeding also?

This will only put stress on honest hobby breeders who already put their dogs first. The puppy mills have the money to get by with anything they need to. It will also put us more towards being over regulated. We need to focus on the puppy mills and not real responsible breeders and show people.

Please do not support this bill. This bill is nothing but a smoke screen supported by lobbiest of puppy mills to devert the attention from their poor breedig practices. As a hobby breeder and exhibitor I already provide more socailization, and use more discretion in my breeding practices overall than the government could ever possibly require or monitor. The bill is a waste of Government resouces that should be used to monitor the puppy mills that are mass poduceing a "product" in the most "efficient" way possible to reduce their costs and increase their profits. It will put undo cost on hobbiest that are breeding for the love and betterment of their breed. This bill would prevent me from continuing a hobby which I love, and that would leave the buying public no where to turn but to a for profit breeder.

The conditions listed in this bill that will cause a person to come under its licensing requirements will effectively prevent any hobby breederwho breeds primarily to produce a limited number of dogs for competition in breed shows, obedience, agility and field trials from continuing to breed and rear an occasional litter in their own homes. Most hobby breeders have no "kennel". Their puppies are born and reard in the family home where they can be given the best possible care and socialization, as opposed to being raised in a kennel away from constant contact with the breeder and family, which is the best way to produce mentally sound dogs. Such breeders breed solely to reach the goal of producing better dogs of their chosen breed, and almost never make a profit, because they spare no expense to breed the best possible dogs and give them the best care. They are not commercial breeders, and should not be treated as such.
