Passing this bill will only hinder the small hobby breeders and show breeders.The Commercial breeder or Puppy Millers won't care. They will find yet another way out...some other loophole to continue there operations, while those of us small hobby breeders who treasure our "babies" will be the ones to suffer! And I am absolutely appalled that the AKC is supporting this bill!
Hobby Breeders socialize pups in our homes, with love, you CANNOT replace that with an institutionalized program. This will no eliminate puppy mills, it will enhance their availability, and degrade the Hobby Breeder's opportunity to provide quality, health tested, socialized puppies.

More work on proper treatment and care not limitation for small scale breeding is were we need a stand please defeat this bill and look to those that care not make money for what we need.
This law will not only make an impact on puppy mills, but will hurt many hobbyists wo raise domestic animals because we love them. Please do not pass this bill and put more money in the pockets of the people this bill is trying to stop.
Pass laws to stop the large-volume breeders. Encourage spay/neuter programs of non-breeding stock animals. You will only encourage irresponsible behavior with this bill. Please reconsider.
I volunteer in greyhound adoption organizations. The provision that would regard organizations that use in-home fostering to insure a smooth transition from track to adoption as "retail" would be fatal to most greyhound adoption organizations and other rescue-type organizations as well. Surely America has more pressing issues to attend to.
hobby breedersa re real people who love the pups they bring into the world. Spend hte effort making legislation against puppy millers who put out unsocialized or ill dogs.

Please stop this bill. Go after the real puppy mills, not responsible breeders who are trying to protect good bloodlines.
PAWS will end up hurting responsible hobby breeders and rescuers and giving the advantage to 'puppy mill' breeders who do not take the time or initiative to socialize and home-raise their litters. I do not want to see any sort of restrictions on hobby breeders-- these are the dedicated people who are doing it RIGHT!
Responsible animal ownership does NOT involve the US government involvment. This bill is poorly worded and ill-thought out. Not only does it penalise the "little guy" but it would be physically and fiscally impossible to enforce.
This will harm those of us who wish to improve the breeds we so love. Many breeds have been so terribly inbred due to back yard breeders and puppy mills. We need them to be regulated NOT the hobby breeders!
I raise show rabbits and have also raised and shown dogs for years. The thresholds in this bill are ridiculous and will be a nightmare to both hobby breeders (including kids) and the field reps charged with the inspections.
We would be better off enforcing the laws we already have. This Bill will not stop puppy mills it will only hurt the hobby breeder who really cares about the dogs and puppies that they have.
I am a small Hobby Rabbitry. i think this bill is going to do more harm then good. it will be harming 4hers and FFA members more then anything. i do sale over 500 a year and i usely just about brake even.. by doing this you will be puting small breedings in to debt. I think that the bill would be more effective if it targeted BIG pet wholesale Companies selling to PetsMart-Petco and such.. ones that have 100's of breeding animals, not the small hobby breeders,Showers,or 4Hers THATS JUST WRONG.
Why should the government regulate pet owners and hobby breeders? Call this what it is - an attempt by animal rights groups to infringe on the general publics right to have pets. Put the money and FOCUS where it should be! Not the responsible owners and breeders!
Once a hobby is under the control of the Federal Government, there is no stopping the downfall of the U.S. Choices are our RIGHTS!!! DO NOT VOTE FOR THIS BILL!!!
I am not sure this bill will do what it is designed for in the end. I believe it will hurt the hobby breeders more than the big "puppy mill" breeders.
Do we still live in the USA???? This is a total injustice. This Bill should be thrown out, Pretty soon we will have no rights at all. Leave us and our pets alone, and start worrying about the puppymillers.
PAWS is an ill-considered law that will unfairly target responsible breeders and cost millions to enforce. It only hurts the responsible breeders and pet owners, not the puppy or kitten mills.
I feel more should be done against puppy mills and bringing unregisterable dogs into our country. I don't beleive there is any threat from the hobbyist who loves and cares for the breed they raise!
As a responsible hobby breeder for 25 years, I feel this bill would only serve to infringe on our right to produce quality dogs for my enjoyment and loving pets for others.
