The PAWS bill definition of what is a dealer is totally misleading and unclear. The definition for hobby/showbreeder and breed rescue operations is so vague as to push most of these people into the category of dealer. This bill is totally unnecessary as written does not define the problems of breeding animals. The bill should cover those large breeders who commercially sell to animal brokers who then stock retail stores. RETAIL STORES SHOULD BE PART OF THE BILL AS THEY ARE THE MAIN PART OF THE PROBLEM. KENNELS SELLING TO RETAIL STORES SHOULD BE THE ONLY BREEDERS THAT NEED TO BE CONTROLLED AND SUPERVISED.

It will also divert resources for inspections from where it is most needed. Please remove this clause in the bill.

S.1139, the Pet Welfare Statue of 2005, has been introduced and would
greatly expand the scope of the Animal Welfare act. For the first
time, retail sales of dogs and cats by breeders of those animals
would be covered.
I am oposed to the proposed bill for the following reasons:
* The use of numbers to determine whether a kennel should be licensed
is not a valid criteria. Some breeders can have 5 litters a year of
healthy, tested dogs, raised in a clean and loving environment
(licensing now required under proposed AWA changes) and another
breeder can have 1 litter a year (no licensing required) that are
substandard, sickly, raised in filth and sold at local flea markets.
* The legislation would require some dog fanciers to cut back
breeding to stay under the limit for USDA licensing and avoid having
to build a kennel. In many areas having a USDA license would
automatically make you a commercial kennel, requiring you to get a
conditional use permit which can be vetoed by your neighbors and meet
setback requirements that might require 20 or more acres.
Conscientious home breeders should not be forced to implement
cost-prohibitive measures. Principled hobby breeders will have to
give up raising quality purebreds. This would lead to an increase in
the number of imports from unregulated and uninspected foreign
kennels, to the detriment of purebred dogs and cats.
* Rescue organizations will be, in all probability, eliminated as
they will never be able to comply with USDA regulations which are
written to cover commercial-scale breeding facilities. Even the
smallest of rescue organizations sell/rehome in excess of 25
dogs/cats in one year.
* This bill was supposedly proposed in order to catch puppy mills
currently evading regulation. Wouldn't it be better for USDA to loan
monies to strengthen local animal control rather than espand the
scope USDA must cover? Local and state animal control laws can a

Hobby breeders breed for love of the breed, not to make a living off of puppy sales. Most are lucky to break even much less have a net profit. This is yet another bill that misses the mark and targets those who already give better care than what any law requires. The money to promote this bill could be better spent on educating the public about how to find a responsible breeder.
If the law is passed all people will have to follow USDA guidlines. One of the major guidlines is all dogs will have to be in heated and airconditioned buildings. How many breeders are going to be able to build building for the dogs? Also AKC agrees with this bill because of CKC registries taking over. They are trying to put CKC and other registries out of business. Everyone read between the lines.
If the bill goes into effect they are basically saying that puppy mills are okay. But they have been telling us the opposite. So why would they pass a bill that that only goes back on what they are saying. This bill should not be passed!

This bill is unacceptable to the show dog enthusiasts who support animal welfare, responsible animal ownership and ethical breeding practices. Please do not support this bill.
This legislation is flawed. Responsible in-home breeder/exhibitors add millions to the nation's economy as well as are the best source of healthy, quality and well-socialized pets to the nation's families. Federalizing in-home breeding will limit responsible breeding. There is already municipal and State laws to govern in-home breeding. The dogs in shelters are supplied by the large commercial breeders, not responsible in-home breeders who rescue from the shelters.
We should be cracking down on the puppy mills who are mass producing puppies just to make the ALMIGHTY dollar, Instead of the small hobby breeders who care more for our pets and produce QUALITY breeds, which go to QUALITY homes!
Why are you trying to promote puppy mills? Next there will be more breed bans, because of the way these poor pups are brought up with poor socializing skills. there is a problem but this is not fixing it, this is making it worse. STOP THIS BILL!!!
I feel this bill if it is passed will destroy what alot of the small breeders have worked so hard for. It is the small breeder that cares about their dogs and what they produce. If someone cannot keep a puppy like they had first thought, the small breeder is the one who wants to know and want it back because they care where they end up. Your puppy mills and puppy shops don't care once it is sold. that is when the pup or dog then ends up at the humane society or some other place alot worse. Puppies are raised in homes to socialize and provide 24 hour care.This bill will only hurt the quality of puppies,witch will cause more animals to end up in shelters.Please stop this bill.
This bill not only hurts pets, but responsible breeders alike, NOT the puppy mills who already isolate their animals, and mistreat them because they have too many to properly care about. They're in it for the money only, not for building a solid future for the animal.
We are a small rabbitry but do not sell $500 worth a year as of yet. These are my babies not a dollar sign, unlike the government. This law will greatly affect the people who breed to improve the breeds not too mention all the kids who show rabbits. If we let these kinds of regulations continue when is the government going to tell us how many kids we can have.

This bill just like the previously proposed animal breeder licensing bill will harm more than it will do good. I am a rabbit breeder and as we are forced to pay more fees in an already money losing venture we will be forced to stop. We raise rabbits for the love and challenge it provides in improving the quality of aniamls available. This bill will send what so many have worked so hard for right down the drain and support for the different breeds will dwindle and as a result those different breeds will start to disappear. Not my idea of a bright future. VOTE NO!
