The USDA requires breeding animals to be housed in a kennel, not in a home, and puppies MUST NOT be whelped in the house. How is this good??? PAWS is a bad law and needs to be stopped NOW.

We believe in raising pets with our family. Not in cages or as a puppy mill. However the ones who neglect and mistreat their animals will hide it away an still do it while those of us who are trying to do a good job will be punished. It takes a happy home to have happy pets.
Commerical breeders breed for one thing and one thing only....profits; bottom line figures increase as proper pet care decreases. Hobby/home/breed fanciers rarely benefit financially because quality, socially well-adjusted puppies/kittens are never cheap. Say NO to Paws2005.
Breeding needs to stay in the hands of responsible breeders. Only in this way can temperament be maintained and quality animals be bred. Puppy mills do not take care of their breeding animals or puppies. Please do not let this bill pass.

Where do we live again? I thought we lived in the United States of America where there was FREEDOM! What are we fighting for? To take everything that we love away? PAWS is not an act of the freedom as we know it and everyone has rights, even our pets. They have the right to bear young, it's part of nature.
While this bill may have been written with good intentions it would have a serious impact on rescues. Working with a breed specific rescue in Southern California (GSP-Rescue.org), we see a tremendous amount of purebred dogs in the shelters. Many of these dogs are saved by rescues, not to make a profit, but for the love of the breed. If passed, these same rescues that run on shoestring budgets and are always in need of volunteers would need to use additional resources to comply with this bill. There are very few organized rescues in Southern California, if any, that rescue less than twenty-five dogs a year and wouldn’t need to comply. While there is a dire need to address irresponsible breeding, it hardly seems fair to lump the not for profit rescues in with the for profit breeders. Any breeder producing and selling more than twenty-five pups a year is not a ‘hobby breeder’. While we encourage responsible breeding, this bill only targets part of the problem and will do ore harm than good.
I believe there should be more concern to enforce the current/present AWA laws. The proposed amendment is and will be detrimental to rare and endangered
domestic animal gene pools and will not serve in the positive capacity as it is proposed. There is no comparison of commercial breeders as compared to hobby breeders and exhibitors of domestic animals. Also the different needs of species are not properly addressed as per husbandry and should NOT even
be a consideration to pass this. IF this were to be passed several breeds can and will become extinct in a very short time.
You need to support and enforce the laws already on the books. Adding more laws won't help a single thing. This is a trick to take away more rights from the good people who care.
I don't think anyone of us wants to see puppymills continue unregulated,but this bill as written will hurt responsible animial breeders,and 4-h programs and ffa programs across the state. Please consider revamping the paws bill.
It's important for puppies to be raised "underfoot" of the hobbyist breeder. The careful programs of the hobby breeder should be REWARDED, not punished by our government. When's the last time a wholesale breeder did OFAs and tested for genetic diseases?
This bill will put a lot of us small breeders and hobbyists out of what we love to do. Why punish everyone because of the puppy mills and others that breed but don't care about their animals' well being.

How much time is wasted on bills such as this with taxpaywers money?
We have raised Golden Retreiver for 22 years as an adjunct of our small private children's camp. We are AKC members and do not want or need any further Government interference.
There are too many unanswered and/or open-ended statements in the proposed legislation that could come back to bite responsible owners and breeders in the butt. More legislation is not the answer -- especially if it's BAD legislation. Putting teeth in the laws already on the books is a better use of resources.
the pups that come from me are loved and cared for from the heart. they are also adapted to children because of my 3, adn i know my puupies are well.puppy mills breed for the money, and it is pitiful how they are NOT cared for....pass a bill to shut them down and let those of us that care about animals breed.
Please do not pass this law due to ignorance. If you get in bed with extremists, you will eventually restrict everyone's freedom and quality of life. I suppose that President & Mrs. Bush would have preferred to have a mutt of questionable health that was born in the storm sewers of the USA. Think people! This bill is actually supporting the commercial breeders and puppy mills it was designed to regulate. Hobby breeders that care for their pups will no longer be able to breed their dogs, and therefor the only places able to breed will be commercial and overseas breeders.
Do not support this bill. Think of the future. Wouldn't it be terrible if we only could find our pets in uncaring pet stores or puppy mills.

I'm completely against PAWS. I find unacceptable the limitations this wants to impose on hobbie breeders. We already have enough laws, enforce them. Puppy mills believe in mass production for the only purpose of money, not quality cross, ensuring responsible traits, and most of all proper socialization. There are already puppy mills around the world which have only hurt certain breeds to the extreme point of not being suitable for families. Do we want that? I don't think so! Our dogs ARE PART OF OUR FAMILY! Only those who believe in this are in favor of animal cruelty!
This bill is the beginning of the total obliteration of our hobby breeders, both dog and cat, as we know it. It is an infringement of our civil rights. Senator Santorum, and all those that support him, you are barking up the wrong tree. Go after the puppy mills and the dog brokers that are already selling in huge quantities. The home hobby breeders that breed both dogs and cats especially are going to be tremendously hurt by this bill. Those of us that are exhibitors and breeders that co-own our animals will also be hurt by this bill.
Most local laws already supersede what your bill is attempting to put in place. By instituting this bill you will be stretching the resources of the USDA to the maximum extreme. How do you intend to monitor this should it ultimately be put in place? Finances need to be used to focus on the puppy mills and animal brokers that are already flooding the country with excess puppies, kittens and the like that are raised in the most despicable environments imaginable! Small hobby breeders raise their animals in their homes, underfoot and create loving, well socialized pet and show dogs. This is a bad bill !!!!! It needs to be stopped! You need to be stopped!!!!
This is the most riciculous piece of legislation that I have ever heard. Hobby breeders should not be regulated by the government. We are breeding animals, not children. We are not going to jeopardize our breeding stock. Are you going to put these types of regulations on all animal breeders. Stop the harassment and let the breeders of animals do their job.
Hobby/Show breeders of dogs, raise them in their homes to be given lots of love and insure socialization. I am not a breeder. I have a wonderful mix mutt that I rescued from our local animal shelter. After reading the contents of this bill, my only question is "WHY" would Sen. Santorium try and pass such a bill. This bill is horrible. Why go after the hobby breeders and rescue's? It only hurts them, not the puppy mills. I vote "NO", to this ridiculus bill.
