Please oppose the PAWS 2005 legislation, SB1139/HB2669. It will impose legislation that will restrict the love and care given to pets raised in the homes of responsible hobby breeders. The broad sweep of the law will affect the economy of hobby owners who show their cats, dogs and horses; possibly changing drastically the animal welfare community. Most pedigreed cats and dogs are raised to become loving family members in someone's home. Restrictions placed on the not-for-agriculture animal ownership, transportation, and breeding will hinder responsible breeders and owners; providing legislation that local agencies will have to enforce, at the expense of the tax payers and pet owners. In some cases the future of the cat fancy, dog fancy and horse fancy will be changed forever, providing an even bigger blow to the tender economy and future of recreational showing and breed programs. Recreational animal husbandry enriches our country and provides quality lives and care for animals (both pedigreed and rescue.) Openness and honesty are encouraged in our hobby. Regulating small breeding programs will create a mountain, adversely affecting the quality of life for both animals and the people who care for and love them.
Please protect pet owners & dog show enthuiasts from thes poorly concieved bill. It is no exageration to say that I am petrified that this Animal Rights influenced bill might actually pass & destroy a hobby I have enjoyed passionately for over 30 years. PLEASE VOTE NO ON THIS -- PLEASE!!!
This will harm small breeders and do nothing against the large volume puppy mills & cat miller. Please don't support it.I also Im think that we need to enforce the laws that we have instead of passing more laws.

Please oppose such a broad and ill-worded bill. Arbitrary numbers will NOT save puppies and kittens from unscrup[ulous breeders, but enforcing the laws already in place WILL. By eliminating the hobby breeder, you will only be reinforcing the strength of the so called "puppy mills". Oppose PAWS!
This bill only hurts pets and responsible breeders, not puppy/kitten mills who already isolate their animals because they have too many to properly socialize them and give them the love they need.
I live and vote in the state of PA. The PAWS 2005 bill SB1139/HB2669 will not stop the numerous puppy mills in the state. It simply makes it harder for the responsible hobby breeders to breed and sell their puppies, not to mention the violation of personal rights.
As a small home-based hobby breeder, i urge you to oppose the PAWS bill. Such legislation would add further costs to hobby breeders in an already expensive hobby. With show animals, it is in the breeder's best interest to handle them in the most humane way possible, as a stressed animal will not show well. Housing and care of these animals cannot be done any better than by breeders.

This bill will only hurt the responsible breeders who take the time to make sure their puppies have the best care and the best possible future homes. It will allow the "puppy mills" to florish and only mean more unhealthy, unsocialized, and unfit animals ending up in shelters, not less.
This is excessive government regulation of private enterprise. Rewrite the law to specifically define "puppy mill" and leave non-professional dog breeders out of it. Table this bill!
This is backwards thinking to help improve dog breeding and perpetuate the enjoyment of purebred dogs. Someone needs to rethink what they are doing and/or be stopped before it is too late. Obviously, the people backing this bill have a very narrow view of hobby breeders or else something to gain by hurting many people lives through taking away a rewarding hobby. I think everyone who buys a dog has the right to use it for what it was bred to do and that they should be able to meet with the breeder to gain knowledge about sire and dam and insight about their dog and the breed. This seeems so scarey to me, not just as a dog breeder, but also as an American citizen. What's next if this passes?!!!
All I see it do is cost breeders too much if they want to continue. This will only hurt the honest not find puppy mills. By educating people so that they report bad situations will end bad breeding practices, without hurting anyone. The local SPCA is and always has been the best police for not government.

Puppy mills and the owners/operators are where you need to focus! If your true concern is the welfare of animals, and NOT how much money you will receive from the puppy mill's lobbying your support, do the right thing - pull this bill!! Maybe you will be able to sleep at night... Also, doesn't the congress have better things to do with their time, such as the "WAR", "TAXES", "EDUCATION",

The current laws in effect are not being adequately utilized. Adding additional layers are only going to hurt the people who currently are law abiding and are doing a good job. Those who are breaking the current laws, will just continue.
In addition, where will the funds for the additional staff (these changes would require) come from? More Taxes????
This will put an end to the reputable breeders. If this bill is passed it will only make the puppy mills bigger!! We need to concentrate on eliminating all of the puppy mills not the reputable breeders!!! We as Americans have the right to choose where we buy our puppies/kittens from!!!! The quality of Puppy's that will be available if this bill passes will DROP considerably, basically because most puppymills do NOT do the proper testings on their dogs before breeding them!
Way too broad a bill. Experienced mills will find a way around it, and honest hobby breeders will suffer.....along with their socialized animals. If you love or care about animals, please pull this bill to save their welfare.

I am against PAWS 2005. I believe if this bill would get passed it would seriously effect the socialization skills for the litters that are raised at home. Being raised in a family environment enhances their socialization skills. This makes them be more loving dog. If raised in a steril environment you will be taking that out. There are good breeders out there, who are not puppy mills but just breed a few select litters to perserve the breed and integrity.
Hobby Breeders are not the people that our government should worry about. They should focus their attention on the overwhelming amount of large scale puppy mills and the irresponsible breeding practices associated with them.
I oppose this bill and I vote to put Sen Santurum in the PAWS act and kennel him and then nueter him. Let him be kept by tha Puppy Mill/Back yard breeder in a small cage with no food or water till his legs cripple. Perhaps then he will go after the real criminals and not the health testing Hobby breeders that see their dogs as their own children!

Show him the socialization of this one letter in the home and how the family member sleeps by the Dam for weeks just to make sure she can hear the puppies voices and know the Dam is weel and not taken feverish.

This bill hurts responsible dog breeders who breed for good genes and love their dogs. Go after the puppy mills and stop taking away Americans rights. Enforce the laws you have.
This bill will only hurt all the responsible hobby breeders as well as the dogs. They will either have to give up breeding altogether or end up breeding inferior puppies because of the inability to house them where and how they will het the best care and socialization. Please oppose this bill.
This legislation is a joke. Throughout my experience as a “hobby breeder” I have encountered more instances of animal neglect and or cruelty while visiting large scale "registered and inspected breeders"! “Hobby breeders” have the time and resources to produce well socialized and well nourished animals. If this legislation is passed we can say goodbye to the family raised, good tempered, and well-socialized family pets that are produced by responsible hobby breeders. Sen. Santorum need's to visit one of the many puppy mills and then the home of a loving family “Hobby Breeder”, in order to get a clue about what raising animals should be all about.

I consider the privilidge of breeding carries the responsibility of rescue withim my chosen breed, but penalization for housing any dogs penalizes reputable breeders, puppy mills and rescue alike. The laws we have do not penalize raising dogs in ones home where they are best socialized and that is what all pets should be entitled to. Isolation of dogs from caring humans makes untrustworthy, unsocialized, unhappy dogs. Hobby and Show breeders don't breed for $$$$$$$$ they breed for love of their breed. Don't make all animals (including the carrier of the human intellect) into livestock. Don't waste money and time that should be expended on oversized operations, on the small hobby/show breeders. Please stop this bill.
I am a show breeder/exhibitor and if this bill passes I will no longer be able to keep my dogs in my home and love and train them, so therefore would be forced to either stop showing and breeding or not register my pups, or only the 2 or 3 I will show with AKC. So this bill will hurt AKC's income resources as much as it will the concerned good breeders. Most of the breeders who are more concerned about money have already move to another registry and forcing us to quit or move to other registries. And all income that AKC knew and obtained through litters, show records, pedigrees and sponsorships on AKC sanctioned shows would come to a halt as we know it. So maybe this is not a smart move on AKC's part.
Please don't destroy the hobby breeders who LOVE their dogs and puppies enough to LIVE with them!!Target the puppymills and mass producers. EXCLUDE the "in home" hobby breeders from this bill....
If this bill passes AKC will no longer have support or registrations on show breeders litters as we will stop registering our pups as we once did. Please do not stop the people who care about the breed from breeding.

I strongly urge this bill be defeated. New regulations "to be defined" by USDA is an enormous threat to the life blood of the sport of purebred dogs. Most serious show breeders will be impacted by this as a result of co-owned dogs/litters. It infringes on our rights with the promise of "protective future rules" - a frightening thought -- George Orwell had a point. Big Brother is watching our sport.
