I think that responsible breeders that are forthright with how many dogs they have that have their dogs in the home do not need to be targeted. Instead of a bill like this, that is designed to fuel puppymills, someone needs to figure out how to shut puppymills down, and support reputable breeders and rescues. How about passing a bill that actually is of some value MORALLY, rather than financially?
I have never bred a dog yet, but plan to a couple times one day. It would be awful if this bill was passed. It would only hurt the people that care in the first place. It wouldn't stop the idiot breeders. They would find a way. Please don't pass this bill

Stop this bill! The only thing it will do is harm the responsible breeders. Worse yet, the puppy millers will benefit from it. Senator Santorum needs to focus his energy on closing down the puppy mills. Since he obviously doesn't have the welfare of the dogs in mind I doubt that will ever happen. It's the same old story ... "You scratch my back and I'll scratch yours." There's also the rationalization of how economically depressed the areas are where the millers abound. Frankly, I don't care. Let them go out and get a real job like the rest of us had to!

Puppy mills and the owners/operators are where you need to focus! Please stop this bill, as it will hurt the hobby breeder, who are the ones that should be breeding purebred dogs because they do their homework and breed with the health of the breed in mind. The small hobby breeders are the ones that should decide the future of their breed, and they wont be able to if thia bill goes through.

There are always going to be the SLIME, GUTTER SCUM and WORTHLESS HUMAN BEINGS that find ways around this and will continue business as usual (i.e. puppy mills, government) The people in congress reading this ought to know what I mean about being sneeky and slimy right?? The only people who are affected by this bill are the reputable breeders and individuals who have put countless hours each day into what is best for their animals whether that involves care, vet visits, playing, screening potential buyers etc.
The money wasted on passing this bill should absolutely go towards better security in this country, border patrol, stopping terrorism, taking care of the homeless (IN OUR OWN COUNTRY)protecting innocent children from pedophiles (that's pretty popular in the news nowadays) I could go on for days but I would hope my point was made.
If you want to start "helping the animals" then start employing more animal control officers who have the authority to severely punish the scum who hurt animals.

I am a RESPONSIBLE breeder of a large breed of dog. My pups are born and raised in the home, this bill will force pups like ours to be born and raised in kennels. This bill will abolish breeding for the small hobby breeder. This will be an end to pet ownership, dog/ cat shows, hunting trials, hunting with dogs, agility trials, tracking, schutzhund, etc because PETA will get their foot in the door and there will be no more breeding period except for trash from puppy mills and their goal is to end ALL breeding.
Many small animal hobby breeders (rabbits) have large numbers of litters and sales to the general public simply to diversify their lines and improve their show bunnies. NO one cares more about these bunnies than we do. Cleanliness and good care is imperative for a healthy and productive herd. Yet we come under direct focus of this bill. We cannot have a 'vet on staff', we cannot make our homes available to random inspections between 7 and 7, we cannot hose down the inside of our houses. This is ridiculous. No reasonable person agrees with 'puppy mills' but this bill in it's current form is a far cry from addressing that. Please educate yourself on the problems with this bill and the impact on regular people whom have impecable standards and cannot continue underneath the bill as it is currently written.
As US citizen and voter, I urge US Senators and Representatives to oppose Sen. Santorum's PAWS 2005, SB1139/HB2669. We don't need the Federal Government to pass a badly-composed law, without a defined compelling need and quantified problem resolution, to invade/limit/restrict responsible animal ownership in private citizens'/voters' residences at our undefined expense.
i am a small breeder and have all my cats in my home and take very good care of them. i love them as if they were my own children and for someone who doesnt know me to come and say you cant do that anymore is outragous. i want my persians to go to good homes and know one wants to buy a cat that doesnt like human contact. this is wrong. i believe it is wrong to keep animals in a cage for the rest of there lives. what kind of life is that to live. apparently they arent looking out for the best interest in the animals.this bill just makes it even more possible for kitten and puppy mills to keep on going at an even stronger rate.please oppose this bill.
Puppy mills need to be stopped. Responsible hobby breeders, who love and care for the puppies they raise, should be praised, not punished. This bill needs to be defeated.
I believe the intent of this bill was not to hurt the hobby breeders, however, the way it is currently written, it seems the conscientious breeders will be the most hurt. Why not rewrite this Bill to address the intent- the Internet buying and selling of animals bypassing the USDA regs? I understand and support control of the Internet buying and selling, however, in its current form, this Bill will only hurt the hobby breeders of both CFA and AKC.
All my babies are born in my bedroom. I really don't feel like sleeping in a kennel-but I guess I will if I have to. This will not stop most puppmills that are already USDA regulated. LOCAL animal control already governs individual breeders. What is this really all about? A per puppy or per litter 'fee'. The government wants more profit other than the income tax we pay? How can you vote on a Bill that does not even have the 'specific rules' written? You have no idea what the finished product you are voting on will look like. Scary.
Enforce the laws already "on the books." Visit and inspect the puppy mills to bring them into compliance, or my preference would be to shut them down. Stop allowing puppies/dogs and kittens/cats to be sold in pet stores. These are companion animals, not livestock. Do not allow this legislation to become law. It would be a great disservice to the hobby/show breeders that love their breeds and strive in every way to treat these companions as true members of their families.

We care for our puppies as part of the family. They get proper socialization, nutrition, vet care and we are protecting the bloodlines of our particular breed. Puppy mills and the owners/operators are where you need to focus. If your true concern is the welfare of animals. We have seen the damage done by puppy mills to do the various breed's bloodlines. Many puppies are sold in poor overall health and without proper vet care. At times they are near death. When the USDA inspections are expanded to include the hobby breeder, the USDA will not be able to give as much attention to commercial and interstate animal raising and transportation. Please do not support this bill.

i have 3 dogs that i bought from breeders all are pure breed and a;; are good with my family and friends if we didn't have breeders or allowed to keep our pets than first of all if there were no breeders than no one knows what they are getting this bill is garbage.

Dont get me wrong here I love all dogs, however toy breeds need so much more care than what the momma can provide alone. They need the extra attention that an individual breeder can provide for them. I am not a breeder but have purchased a toy from both an individual and a pet store. Having done this I can definately say it makes a huge diffrence in the overall disposition of the dogs. Individual breeders dogs are so much more relaxed and comfortable around people. Pet store pets are skittish and defensive. Dont stop the individuals right to breed, these babies need their love before they get their permanet home not stay alone, afraid and caged in till their new mom and dads come to get them.
While legislation is necessary to stop the ridiculous breeding of dogs with poor temperaments and ill health, this bill will eliminate virtually ALL of the responsible dog breeders, leaving only commercial breeders to produce dogs of poor temperament and poor socialization and the puppy mills this bill is attemting to eliminate. If this bill is passed and enforced, I can say beyond a shadow of a doubt that the incidence of dog bites will rise. Probably dramatically.
