Stop and Think What are these So called animal rights get from this. Money, Or look what i can do, while there hurting so many in home hobby breeders who love and care for there animals.Don't allow animal rights people take away our beloved pet ,our freendon. People has had pets since the begining of time.These people aren't out for animal rights there out for there self and to hurt many many people.
Why should tese so called animals right people Limit privite citizens the right to own a pet or to breed.

Stop this nonsense of a bill. Our government is trying to hard to control the way we live and breath already. This bill will only protect the puppy mills. If any of you have not visited a puppy mill maybe it is time that you did, they are deplorable and AKC does not appear to be keeping on top of the intolerable recording keeping of these mills. Vote no to this bill!
You will hurt only the responsible hobby breeders who love their pets--there are already laws in place to stop puppy mills, we should try to enforce them rather than passing harmful laws that will only punish responsible small time breeders.
Why would you waste your time on the good responsible breeders who love their dogs and strive to protect the breeding ethics. Shut down the monsters who live off the poor innocent dogs in filthy puppy mills.Why does the good guy always have to be the one to pay the price?
If this bill is passed it will destroy a lot of the hard work it took hundreds of years to make the dog and cat fancy what it is today. Breeders care for their animals as they would their a family member. And when they place them, they dont just send them to the first person that wants them, they are selective, their only goal, is to produce healthy, happy, and high standards of thier breed. Why not make bills that protects breeders rather then destroy them? Please dont pass this bill.
As the member of a multigenerational family of farmers, I see this as one more stab at denying citizens their rights to live the life they have chosen for themselves. Government regulation and interference does little to control social issues but goes a long way to demoralizing those who cherish their freedoms.
This bill fails to address any real issues and would create a hardship for breeders of pedigreed cats. It also does not take into account the realities of sound breeding practices and is an unwanted intrusion into the homes of individuals.
This bill is wrong. Go after the many of people that are the root to all of bad breeding the Puppy Mills. They have good people out there trying to better the breeds and give us the public a good nice healthy puppy to Love for many years. Stop trying to hurt the good Breeders and people and get the money hungry people that only look for the next dollar. Don't take our freedom away.
I do not wish this bill to be passed. I do not honestly see how this bill would be in the best interest of our canine friends/family that we so love. I don't see how it benifits anyone. One by one, our freedom is lost and I have to wonder at what point we will all realize that we are no longer free? This is wrong...
This bill will do nothing to help the animals that are in need of help - those that are nothing but a cash crop to their owners - and it will crush the small hobby breeders that are attempting to raise the best and healthiest dogs in a home setting, giving them the intimate care and socialization they need to reach their full potential.
Current law is adequate; this proposal would be invasive to private citizens who are striving to be responsible owners/breeders. Would also be unfair to those who own breeds with small litters, such as toy breeds.
This bill will do nothing but harm the nations hobby breeders which in my opinion produce the happiest, healthiest, well socialized pups and kittens in the nation. This will only hurt the public in the long run because that attention to detail and healthy enviroment (in our homes)will be taken away and forced to a backyard kennel.Why don't we concentrate on the rules set in place now and pursure those who have ducked and dodged the system for so long and leave the pure hobbiest alone so they can concentrate on loving and spoiling their pets the right way not from a distance in a kennel.
If I understand this bill, this is licensing of hobby breeders and one more loss of privacy, as these type breeders are raising puppies and kittens in their private homes. By the very nature of breeding done in a private home, the environment is the same for the people involved as well as the animals. This only serves to reduce once again our freedoms and allows invasion of privacy which is not warranted. Is the next step licensing people who have human children? Surely this bill will not get anywhere, and what on earth triggered the introduction of it? Animal rights activists?
I believe the intention of the law is sincere, however, placing burden on hobby breeders is not the answer. Hobby breeders generally are not where your problems rest, as they have numbers kept to a minimum, they are bred for quality vs quantity. Additionally, PAWS places the same numbers restrictions on cat breeders, which is unfair. The cycling period for felines is different than dogs and it causes potential health risks to cats to limit breeding to once a year. One final point, is that if you make it so difficult for hobby breeders to comply, the resulting impact is that consumers are forced to buy from commercial dealers, where pups and kittens are confined and have limited socialization.
This amendment will not reduce the animal problems of "puppy and kitten" mills that mas produce pets, but will hurt responsible breeders to take time and care to promote health and good breeding practices in their endeavor
Time for some responsible people, who know the difference between loving and caring pet breeders and 'puppy mill and kitty mills....
time to step up to the plate and leave those who have no room for flexibility and who love to tar everyone with the same brush to be knocked down a few extra rungs on their 'holier than thou' ladders!
Not ALL people who raise purebred animals are 'mills'
Most are caring individuals who love their animals like their own children and they abhor the unethical practices of 'mills'
Go after the ones who ARE being inhumane, and get some people who have some facts on what constitutes inhumane treatment....
This would ad another level of government. Colorado and many other states already have state level regualations that cover breeders at this level. Hobby breeder who work out thier home and are seen by the animal buyers are the best source of happy healthy purebred pets.
I am a responsible breeder who raises well-socialized Ragdoll cats IN MY HOME. This fact does not make me a commercial breeder. It will be impossible to comply with the USDA regulations which are written for large commercial catteries, while birthing kitten babies in my bedroom, and raising kittens underfoot as part of my family. Please kill this bill, which could put an end to the cat fancy and home-raised, home-socialized purebred kittens.
Our animals are like our children. Very much loved and well taken care of. Most of what breeders make are put back into their animals to insure that they are healthy and eat the best of foods. As private citizens, you are taking away out rights. Thank you
This bill has problems on a number of levels:
1. It would require the creation, administraton and maintenance of a large bureauracy that would be expensive to establish and maintain. This is a time of economic slowdown and the country simply can not afford to spend money in this way. Our tax dollars would be better served in programs to encourage business growth, repair infrastructure and bolster education.
2. This bill is redundant. Laws are in place to protect animals and ensure community health. Those laws should be used. Creating a new law that is essentially identical to existing ones is a poor use of government.
3. The extent of this bill is in violation of the fourth amendment to the Constitution, protection from unlawful search and seizure. Congress should not consider passing unconstitutional legislation.
4. Time spent considering this bill is a misuse of congressional resources. There are so many other, more compelling issues for congress to focus on.
I am asking the framers of this bill to revist what they have set down and to consider the impact, harm and total devastation the passage of this bill will have on the MAJORITY of responsible breeders, exhibitors and pet owns, just to ferret out the MINORITY of negligent breeders. This is not the way to go about it. PLEASE STRIKE DOWN bill and prove that we have come a long way from the days of the Salem Witch Hunts and Ku Klux Klan Persecutions.
This is a very unnecessary bill with requirements that will invade the private residences of persons who love and care for their animals. The people of our country are slowly losing their rights as citizens of the USA, many times at the expense of Legislators duped by seemingly clever persons. This country is based on democracy not socialism. Please pull this bill and let the current USDA function as it is.
1-USDA cannot enforce this bill.
2- It gives the federal government the authority to regulate a hobby in the privacy of a personal residence.
3- Current USDA regulations cover commercial breeding establishments, not a breeding program in a private residence.
Let's face it, this country is in need of a money infusion to take care of the programs in place. This will certainly take money needed for NECESSARY PROGRAMS, and harm people in need. This proposal has not been thought through at all, it is just thrown together, no thought about the outcome.
