Just because some of us breed at home does not mean we are not responsible. Many of us can't afford to have a nice "Kennel". My dogs are raised in my home not as members of my family. Not is some out of the way place where no one ever interacts with them except to feed and maybe put outside once a day.

I am disgusted by this as it gives the "ok" to puppy millers! My breeder is the best and I have only purchased my "fur-babies" from her. She has done genetic testing as well as absolutely NO IN BREEDING. Mills do not do 1/10 of what my breeder does for her pups. I do rescue as well and I am soooo angry that PAWS is trying to do this.
I believe this bill will enable rather than disable puppy mill practices. True lovers of the purebred animal want home raised pets not mass produced ones. For my family we sacrifice things for ourselves in order to properly care for our dogs and cats.
What is happening to AMerica land of the FREE ??? aparently some feel they should impenge freedoms more and moreand not allow responsible freedoms of choice. WHy pass a bill that will severely limit and hurt responsible breeders that wish to responsibly socaialize animals in thier homes as they help keep the integrity & dignity of purebred dogs & cats intact with socialized care. This bill is slipping infringed limitations on RESPONSIBLE breeders and is not directed at mills, it is badly composed and will put more of a burden on BOTH officals and the private citizens needlessly, when money could be better spent on REAL animal control issues.Private hobby breeders are on the whole are very responsible with their care. DO NOT PASS THIS BILL.
PAWS is just another group of "do gooders" who really don't have a clue about how we responsible dog breeders feel about what we do. Most people I know would love to be treated with the love and consideration our dogs and cats receive our homes. This bill will not stop puppy mills and will only harm responsible breeders. Just another step toward invading our privacy and limiting our rights.
Please do not pass this mean spirited legislation. It seems that this is another attempt to regulate by the government, an area that is not in need of regulation. Each and ever time the federal government gets into the regulation of a business the outcome is always a loss of personal freedom. Personal freedom was just one of the founding principals of our nation. Please do not further erode this freedom by a bill of unknown consequences.
I believe that this bill will put responsible breeders, such as myself, out of business. I only breed to improve the quality of my puppies and only place them in homes on a spay/neuter agreement. Most of the breeders that I personaly know, have the same ehtics as I do. Your bill will do nothing to stop the puppy mills that treat their animals horribly. I could never support a bill that states your animals cannot be in your home. That is what makes for happy, well adjusted puppies. They need the socialization and love they receive form their breeders before they go to their new home. This bill will only produce more vicious and unstable pets in our society. I wouldn't want to be the one to look a parent in the face and say I'm sorry for your childs injury or death because of non-socialized and unstable dogs. It already happens too frequently now, because of money hungry puppy mills. Most breeders have ehtics, integrity and only want to produce great companions. Don't stop the ones that truly care about the safety and welfare of their particular breeds.
Do not pass this bill. We need quality, loving breeders of all breed dogs and cats so we the dog and cat lovers can have the best healthy animals as pets and part of our families. We do not however need puppy mills. Go after them. Don't bother the small honest caring breeder.
I urge you to reconsider your position on PAWS. It's time you reverse your stand on BSL and anti dog legislation in this country. If SB861 passes in California, many breeds in this country are doomed because other states will follow suit. This on the heels of statewide laws proposed in GA, TX, OK, and the one passed in the city of Denver.
YES I'm ANGRY. And SCARED, for my right to pursue the betterment of the breed I dearly love is threatened every day in the US. Meanwhile, YOU people decide to support this ridiculous law that will require too many people to be regulated and have to be inspected. You send out demands to all breed clubs for membership rosters. Vote No on this bill. It will hurt breeders, make illegal what we so much love to do. (pamper our pets and play with puppies)The goverment is moving towards more control of its citizens. We dont need anymore rules to live by!
I oppose PAWS. It will not protect animals and will force hobby breeders that work to produce show dogs free of genetic defects out of breeding and leave breeding to large kennels that only want to make money. There are more breeders than there are rabid animal activists and we do vote.
This bill will cause pets to be isolated from human contact and prevent proper socialization. This bill only hurts responsible breeders; and encourages puppie mills who already isolate their animals because they are overcrowded and cannot properly socialize and care for their animals.
Enforce the laws that our already on
the books against the "Puppy Mills".
Hobby Breeders do not make there living from there dogs, they do for the love of the breed.
The prescribed regulations are unworkable. As a result, they could only be enforced capriciously.
The states are fully empowered to put in place any requirements that would be appropriate to assure that kittens and puppys are well treated while at the breeder's cattery/kennel.
There is no need to spend all money for enforcement that this would require, when the local authorities already can assure the safety of any pets at risk.

This Bill wont stop the real bad people like the puppy and kitty mills from continuing on with their work, they are the ones that need to be stopped. Instead this bill hurts responsible owners, Responsible small hobby breeders and potentially rescue workers. Dont let the one people who are causing the problems ( puppy and kitty mills) go unpunished and punish the people who care about the animals and are responsible. Domesticated pets and humans need each other. They share and almost symbyotic relationship. Animals help human health as scienctifically proven and We give them love and care and food and water and shelter. This bill will also hurt that relationship between animals and people, please dont let it happen.
This bill will hurt the hobby breeder, the ones that try to keep the lines pure and do everything RIGHT. It will do little to govern the puppy mills or commercial breeders. Please rethink this bill, it needs serious redesigning.
Just make a law for the puppy & kitten mills! Don't punish the in-home, small catteries or kennels! We work hard to keep our kittens very special little creatures and we love and care for our pets, whether we sell them or not! If these regulations are put into effect only true commercial facilities will be able to raise puppies. Check out the commercial breeders stock, they are breeding for profit and income, not for the betterment of the breeds that they raise. Progressive breeders are dedicated to one or few breeds because they desire to improve those breeds and protect breed type. This includes health and temperament, which is important to the future dogs owner. Ask the parents of the four year old child who is on the floor playing with their pooch. Would they rather buy from a focused breeder of the specific breed they are interested in to know that breeder has dedicated their time and efforts into producing qualities puppies with excellent health and temperament for the betterment of that breed or would they rather buy from a commercial breeder whose goal is to produce profit. When a progressive breeder or hobby breeder is attempting to improve the breed that he or she is raising, there must be ample room for progress to be made. The limitations that are suggested do not allow for progress to be made. These limitations will actually hender the progressive responsible breeder and allow large commercial breeding facilities to florish. Please do not allow this to happen, it would be disasterous for all involved, including the four year old child. Protect our breeds, their temperaments and their health. Do not allow them to be in the hands of commercial breeders.
You are only going to promote puppy mills, and terrible condtions for these babies! I appose PAWS 2005 proposed legislation, SB1139/HB2669! I do not feel you have the right to put our future animals (family members) in harms way of these deplorable condtions! How about you focus your attention on more important bills, such as get people off of Welfare,(who are milking the system, are able to work) and propose a work progam. PLEASE DO NOT PASS THIS BILL!
I think this legislation is badly written and needs more clarification. There are some additions to the AWA that have benefit. But too much is left open to interpretation and not defined in SB1139/HB2669.
Your punishment of the people who truly love their particular breed is unwarrented. They are raising intelligent, well socialized puppies for the public to enjoy.
I dont understand how a senator and want to pass a law that is so unthought off. Maybe he should have spend more time finding out where the problem really lies then throwing a bunch of random thoughts on a piece of paper and wanting to pass it as a law. If thats all it takes to be a senator everyone should qualify.
I know that there are some breeders that are bad, but that's the way it is in everything in this world. Some good some bad. I love pets but I would rather see our taxe money go to something else other than this. Like the homeless people and those with no insurance, our troops, I could go on and on. Santorum have more to worry about...like lack of healthy insurance, poverty, hunger, world peace, terrorism....is that what we pay our Senators so much money to do...Yes, animals deserve to be treated fairly...uphold the laws we have now....but get to work on the real issues affecting this country
