I just started to show my collies this past year with the help of many collie breeders. This bill will not help our dogs and it will not help stop the puppy mills. Even as new hobby dog person I can see this is not good
From all that I have read this is a bill that will only hinder the breeder who is trying to take care of their animals, not the ones who should be consider a threat to an animals welfare.
Once again those breeders have to fight for their right to enjoy the sport of dogs, only this time they fight the tratorous American Kennel club as well. Again the responsible breeder is effected and the supposed target gets away scot free. The wording is too broad and effects entirely too many, and it will only get worse as the AR people get thier fingers deeper in the pie. Soon, if this passes, the companion animal will be nothing but fond memories. I say the government needs to keep its PAWS off my Dogs!!
This Bill is very poorly written and open to misinterpretation. In addition There are already sufficient laws in place at the Federal, State and Local levels to safeguard the welfare of our animals. Unfortunately in a number of case they are not being enforced.
If the USDA and the individual states did a more thorough job of enforcing the current AWA, this bill would not be needed. Let's target the real problem -- puppy "factories"; leave the hobby breeders out of this; for the most part these are the people who preserve the integrity of purebred dogs.
Don't pass this bill. It is ridiculous to interfere with the loving care & nuturing that hobby breeders invest in their pets. This is a terrible invasion of personal rights of US citizens.
I oppose paws. They are going after the wrong people. They need to go after the puppy mills and we need to educate pet owners about the responsibilty of owning a animal, any animal.
Even scarier than how poorly written this bill is, is the way it is misrepresented by its promoters and sponsers. I don't know if they haven't read it, or if they're counting on the rest of us being gullible enough to take their word for its contents instead of reading it ourselves. No good can be accomplished if this is passed!
This amendment is sloppily written, fails to target problem areas such as puppy mills, intrudes on and handicaps conscientious citizens, diverts already strained USDA animal welfare resources, and plays to extremists that put their private agendas ahead of true animal welfare. Please stop it!
I oppose PAWS as it will prove to be a disadvantage to all conscientious home breeders/hobbyiests. Being active in the sport of dogs, I hear firsthand every day the horror stories of people who have obtained "so called" well bred animals that originated from brokers/puppy mills. This is a VERY VERY BAD piece of legislation and needs to be defeated now!
I oppose this bill for the following reasons: it puts federal inspectors in private homes, an intrusion that USDA argued against in federal court;
places home breeders in violation of many residential planning and zoning codes by classifying them as dealers;
siphons USDA resources from large wholesale operations housing hundreds of animals to home breeders keeping a small number of pets;
diverts USDA focus away from the middlemen, wholesale dealers, transporters and brokers that were the original targets of the AWA;
is poorly written and thus open to broad interpretation and lawsuits;
would destroy the agency's ability to concentrate its resources on large facilities that present the greatest risk of violations
I do not support this bill. It would disadvantage responsible home breeders and enhance the position of puppy mills, many of whom are the worst possible breeders.
I am totally agianst this bill. This is not a well thought out bill and could be the end of rescue groups and the small hobby breeder that shows and cares for their dogs like members of the the family. While ruining the small hobby breeders, it would allow the puppy mills to flourish. Agian I ask for this bill to be abolished.

This is a BADDDD BILL--PLEASE DO NOT PASS!! IT would force small hobby breeders out and let BIG PUPPY MILLERS still do what they do now this bill would force us to become USDA licensed and then force us out of what we love. Breeding to better our breeds and have well socialized QUALITY HEALTHY dogs.
As an active participant in the competition dog world, an occasional raiser of pup, an owner of hunting dogs and of horses I object to the limitations that would be set by enactment of the PAWS legislation.
This is legislation that does not serve the best interests of dog lovers anywhere. I am a AKC judge, and have been involved in raising and showing dogs for 30 years
I am opposed to Paws legislation. It is difficult enough to find and convict individuals of animal crulty. Adding this legislative burden to animal control services or the USDA is outrageous. As a previous hobby breeder, I find this bill offensive and intrusive. I hope my congressmen and sentators have the courage to say no to this irresponsible legislation.
This bill must NOT be passed. It will be the DEATH of our companion breed,the Coton De Tulear and many other breeds that need in home love & nuturing from breeders and their families.

I am totally against PAWS and urge our Senators and Congressmen to vote against it. I am a responsible breeder and feel a bill such as this is veering on the side of being unconstitutional. It will do nothing but help the puppy mills flourish and do nothing but hurt the small breeder who has dedicated years to producing the best, well socialized, healthy puppies possible, usually at a loss! The small,hobby breeder is in it for the betterment of the breed, not for the money!
As a hobby breeder and a dog show exhibitor, I support responsible breeding practices and animal ownership. This bill does nothing to help further that goal. This bill is not in the best interests of responsible breeders much less the buying public.
The USDA will never have enough inspectors to enforce this legislation anyway. They already can't take care of the horrid conditions in puppy mills, so why go after legitimate breeders? I never make a profit anyway! The AWF is sufficient as it is; it does not need any amendments.
Small hobby breeders do not need to be under govermnent regulations. I totally oppose the PAWS bill, and hope you will find that it is not in the best interest of anyone, animals or human!
I oppose this bill, it will do nothing more than stop the breeding and raising of quality healthy pets. Leaving it up to the puppy mills to supply dogs to the public. Really sacary.
As a hobby breeder, my goal is to breed a healthy well socialized dog, that conforms to show standards. Not all do. Those that do not make it to the show ring are placed as pets. The only way to achieve a well socialized pet is to raise it in a home environment, surronded by the noise and confusion it will be exposed to when it goes to its new home. The vacuum cleaner, TV, radio, and the noise of children as a puppy develops is essential to its proper growth and developing into a healthy happy adult dog.
A responsible breeder always screens potential buyers as well as offering a return option if the puppy does not work out or if anything should be found on a health exam. This is ususally extended through the entire life of the dog. Divorce, death-all may influence the inability of the buyer to keep the dog.
This bill in no way protects the breeders who carefully screen their dogs for health issues before breeding, who properly socialize the puppies, who properly screen new owners and who spend so much time studying the genetics of their breed.
In many cases, the laws that all ready exist will work if properly enforced.
