I do not breed my dogs but I do show two exceptional shelties from a reputable breeder. This law is an infringement on my civil rights. The government should be more concerned with enforcing limited registrations and the neutering of animals as suggested by the breeder. This will lower the abuse of puppy mills and ensure the health of all animals.

I understand that the Federal Government is about to pass a law to take away some more of the American Citizen’s freedoms. I am referring to the Paws law presently under consideration in congress. (Short summary is attached)
I have owned, bred, and exhibited white toy poodles, as a hobby both for show and pleasure for more than 37 years. It was something I could do at home and cost me very little out of pocket. Now the government is about to add new and unnecessary regulation that will drastically change how I pursue my hobby and my cost of this personal pursuit. I am a senior citizen and this is one of the few activities I can still pursue without going deeply into debt or be forced to pay huge and unnecessary fees for unneeded regulatory licensees. .
I do not disagree with new rules where they are necessary and beneficial to the control and order of puppy mills and unethical breeders and suppliers of pet stores. Also I have no objection to the control of private pet owners who breed an animal to show the reproduction process to their children. Then the off springs are not managed and are often given away to anyone who then abandon the pet after it grows up and demands attention
Why is hobbyist being included into this new regulation? Serious hobbyist is the reason we have so many well bred animals today. Without them the AKC and other organizations would have few animals of proven blood lines to register.
Now the main part of the law that makes absolutely no sense is the part that allows the SPCA or any other form of animal protection agency to come into private property and remove beloved family pets from the house. This is a process that requires attention and change. After all, the fourth amendment to the Constitution is still valid.
I have several poodles that I raised, trained and showed to their championship and I would be devastated if someone, used the guise of a poorly written law, to confiscate and remove my pet
I oppose Paws. It will put an end to wonderful home bred and loved puppies. There is a big difference in happy well adjusted pupppies that are raised in a breeders home compared to big commercial puppies mills. Our vet says she can always tell one of our puppies from the pet shops puppies. WE health test parents , breed to improve and carefully screen homes. The puppies raised in our home are well adjusted, confidant and used to being a loved family member when they go home. I have seen the poor sad puppies from mills that never adjust to being good pets. They have problems their whole life from their bad start. This bill will hurt the breeders who work to improve their breed and produce the best pets possible. Senator Santorum is working with groups that are considered terrorists in some countries. The goal here is once this bill is passed, the numbers will keep getting lowered until they have won and there is no more showing and breeding of dogs and cats. This is a violation of our rights as Americans to pursue our hobbies and the things we believe in. Please tell Senator Santorum that you do not support this bill. Take the time to write and call him before it is too late. Remind him that people who show, breed or just want the right to continue to choose where they buy their pets and someday, if they can have any at all, do vote. We live in PA and we are not a puppy mill. There are many great home breeders in Pa.
Let Senator Santorum go after the puppy Mills and let the good breeders continue to do keep breeding the best dogs that they can and putting them in approved homes where they will be loved and well cared for.
Please don't support this legislation. I Breeder Lemon Law targeted against health problems with breeders being liable for their puppies far beyond the ages of 6 weeks old would be far more effective. If the breeder has to be responsable for the health of their dogs they would be more responsable in the breedings behind them.
If this bill is passed it's going to hurt ALL of the GOOD breeders out there! This bill would make it impossible for anyone to keep animals and sell excess stock. We take pride in what we do and this would hurt everyone! All this bill would create is people breeding animals and not reporting their profits. This bill is unfair and an insult to those of us who keep our animals in good health despite the weather conditions and all the diseases that are out there!
Do not pass this bill. It does not target the ones that are mass producing poor animals to make a profit. There are reputable breeders out there that take there job very seriously. They are the ones that are going to get hurt. I am all for the betterment of a breed and many breeders strive to do that. This bill is totally unfair.
No, this is fascism and Santorum is one of the most immoral lobbyist on record. If he wants to give more business to PA, there are other ways than to enlarge puppy mill production in his state.
No, this bill unjustly targets reputable breeders with the long term goals; large dogs' breeders whose litters consist often more than 10 puppies thus allowing them to breed at most 2 litters instead of 6; penalizes breeders whose litters often consist of 1 puppy ( Bulldog and similar ) thus allowing them 6 puppies a year; also will be a cause of increased abuse when the well meaning breeders would be forced to practice euthanasia in order to confirm to 25 puppies produced/ sold rule.
This bill does nothing to limit the number of breeding produced by the puppy mills, since as long the commercial kennels owners are licensed and pay taxes, there is no mention to limit their puppy production. This bill in fact encourages large commercial operations which already are a problem in Santorum state PA. At the same time, by limiting the amount of puppies that the reputable breeders are allowed to sell and produce, PAWS will force many potential pet owners to seek puppies from these inferior sources. Almost seems that PAWS has been created with this exact goal in mind, to eliminate reputable breeders and give their business to the puppy mills in Santorum state PA. DDAL and PETA have a terrorist status in Europe. Why would AKC even want to associate with these terrorists?

Please oppose this bill. It will only harm responsible breeders and those individuals who prefer to buy a specific breed because of temperament, etc. This bill will not affect irresponsible breeders or owners who let their whole cats wander freely to reproduce at will, where the REAL problem lies. Please don't take our rights away because of the poor judgment and/or ignorance of those who do not properly care for their animals.

This bill will not only penalize more than the people it was originally intende for. It also is another intrusion of government into the every day aspects of ordinary citizens lives.Is this a government for the people or the people for the government?
The unintented consequences of this poorly written bill are far reaching. While I acknowledge and appreciate what I believe is your intent this bill is the wrong legislation and hurts private citizens who responsibly care for their animals.
I do not want this to pass. Something must be done to the non-responsible breeders only. Responsible breeders breed for health and soundness, which is what dog shows are all about, evaluating your breeding stock.
This bill is designed to stop the responsible show breeders who in many cases have brought their breeds back from the brink, caused by mass production. I don't see the Gov't. going after the millers/mass producers, just the serious hobby breeder. This is a bogus attempt at legislating us out of existance and allowing the Hunt Corp. et al to take over. The next time you purchase a puppy at the Puppy Barn and it dies in a week of some preventable disease/condition remember who you COULD have gone to had this stupid piece of legislation passed!
Let's stop animal cruelty, mass importing of ALL animals, and puppy/kitten mills. These are the irresponsible "breeders", not someone who allows a litter or two of pedigree animals. PLEASE DO NOT PASS THIS BILL!

I believe It's NOT an over-population or PUREBRED problem;
it's an OWNER irresponsibility problem.
Rather than destroy the goals of responsible breeders, we should be working towards cracking down on mills, and people who abuse animals. Rather than this legislation, lets create stricter penalties for cruelty to animals.

A more realistic approach would be to link gross sales (e.g. 100K per year) to the inflation index and call that the cap that requires USDA intervention. I know of no hobby breeder approaching that kind of gross revenue for puppies, but this filter would certainly point regulatory bodies at commercial puppy producers for the pet store industry.

Like there isn't enough animal cruelty in this country? And I am extremely dubious about why this bill has been brought up at all...someone doesn't give a darn what happens to our precious animals. I AM OPPOSED TO THIS IN EVERY WAY.
