Please do not pass this bill, it will eliminate the responsible breeder and glorify the Puppy mills and Backyard breeders those of who generally do no health testing or have responsibilty to the welfare of their dogs. Canine health and quality will suffer.
This bill attacks those of us who have been law abiding animal owners who make great efforts to see that our animals/or their progeny do not become part of the animal abuse or overpopulation problems. Please don't include the legitmate breeders with the puppy millers and the uninformed backyard breeders. This is unfair and unconstitutional.

In my opinion it would only hurt some breeders who are very respponsible breeders because of rising cost and new rules. i think it would cause the humane shelters to fill up with loved dogs of small breeders because of maybe a small clause in the bill that they can't rise up too. i also believe that it would force some breeders to pull the papers of purebred breeds and sell them without papers as pets and denigh the dogs of their registered heritage. the akc already does everything they can to assure that all breeders with any amount of breeders are kepy humanely and in good living quarters with clean water and conditions. I THINK THE DISEASE CONTROL AND IMPORTING OF FOREIGN ANIMALS HERE SHOULD BE HANDLED HERE IN SOME OTHER MANNER THAT WOULDN'T AFFECT THE WELL BEING OF MANY PURE BRED DOGS.
I agree with one of the other signatures. Why don't you worry about the laws that you really need to enfoce instead of injuring small hobby breeders. This will NOT STOP the puppy mills. I have tried as hard as I could to stop a wolf rescue facility from opening back up. This person is a con and a fraud, but the government won't even look at her and stop her. She does nothing by the law, go after these people who abuse their 501(c)3 non-profit status instead of small breeders.
The original 1-page AWA does a fine job of protecting the US citizens, broadening the bill to limit private breeders is the first step to complete banning of those rights, in my opinion. Please do not bend to the pressure of PETA and other animal rights groups... Thank you.
I suggest that you check out all current USDA licensed kennels before worrying about the new law. The only puppy mills I have seen, have been USDA licensed. That's why I did not license with USDA. I didn't want associated with the nasty kennels I have seen that were USDA inspected. Nor do I want to sell to Brokers or Pet Shops, which the USDA allows.
they need to stop taking away american rights, we have the right to do business with in our homes so long as we abide by our four fathers laws the laws of this land. america is supposed to be the land of opportunity, but these get rich law makers take that away from us whom earn an honest living.
Toy dog breeders would be a thing of the past under this law. Puppy mills and BYB's would remain untouched-and the 3.9% of breeders that would be adversely affected AKC so glibly mentions are largely SHOW BREEDERS. Please do not allow the passage fo this bill.
I live in Pa and I VOTE!! Sen Santorum has a whole lot more to do here in Pa than to destroy our beloved dogs. He won't get another vote out of this household. Period.

This bill opens up private homes for invasion at will. It is a severe infringement to our rights. As small, hobby breeders who produce champion show dogs with sound temperament and health, we must oppose. The regulations should be directed toward those who produce mass dogs for profit with little to no regard for their future, health, or well-being.
There is no legislation that can regulate the genetics of good dog breeding. Seems to me that this will only serve to hinder the responsible hobby breeders, which are producing better quality dogs. If you would just enforce the laws that are already in place, the public might be better served.
I think we should stay with the present laws. Hobby breeders keep very good control of their litters and almost NEVER make a profit on the sale of the puppies after the expenses they concur breeding and whelping the litter.
There are people in this country that raise dogs/puppies as "livestock". There sole purpose is to mass produce without regard to socialization and physical comfort and many recieve little more than minimal care. These people are the ones who need more regulations and inspections, not the hobby/show breeder who may produce a few litters a year.
Hobby breeders are already regulated by local authorities. This bill will put more stress on the USDA to do a job that is already done by local authorities. The USDA is already overloaded and do not get to do their job as it is, much less having to inspect small hobby breeders. This is a badly composed and poorly defined bill as anyone can see who reads the entire bill. Vote AGAINST this bill please.
I am appalled we are spending taxpayers money on such nonsense. You continually try to regulate private lives and I believe constitutionally you cannot. Stop this bill.
I believe that what is needed is more enforcement of the laws that are already on the books. The small hobby breeders are the ones that are trying to better the breeds and that stand behind their puppy's and offer a life long home to them if it's ever needed and lifetime support for their new owners. Hobby breeders love their dogs and do the best to have healthy, happy, and well socialized dogs and puppy's. This will only hurt the small person and help the larger breeders since the USDA does NOT have the man power now to inspect the larger breeders.
Sales and advertisors do not even carry puppies in their homes, simply sell for the breeders, why would we need inspections and licenses if no contact with puppies?
I love my dogs and they are given the love and care that my children received. I am not looking to breed large numbers of dogs. Rather top quality healthy, well socialized dogs. Please control the Puppy Mills that treat dogs so poorly and are not concerned for anything but turning a profit.
AKC regularly inspects breeders who have 6 or more litters a year. I am regularly inspected even if I haveNO puppies as I co-own a nimber of *****es and they are conted. I have loved, bred and shown Dachshunds for over 50 years. I see terrible examples of puppy mills that nothing is done about .As a responsible breeder, my puppies are sold on spay -nueter contracts or nuetered before they leave my home to insure there is no indiscriminate breeding. My oldtimers ( and I have a lot ) live out their lives being loved and cared for. They are my children and I am responsible for them. It is expensive to care for them properly. This is just one more unneccessary expence that I wuld have to take on. Isthe AKC trying to turn it's responsibility over to the Government. You have already taken enough of my constitutional rights away. This is just another example. When will it end?
We have the laws we need to control the "bad" elements in pet breeding. More will only dilute the efforts in the wrong direction, i.e. the home hobby breeders.
I do not think that this is a beneficial proposal for responsible pet owners/breeders. It is aimed to deter unwanted/unplanned dogs and cats but, the only ones that will obey the law IS the already responsible pet owners. You will still have a HUGE unwanted/unplanned animal prob. Too many of our rights are being infringed upon and my dogs are not used to being OUTSIDE on CONCRETE they need to be in the home with constant attention and socialization. It's just sad that our govt. is trying to take all of our rights away!!!
Including Hobby Breeders & requiring USDA home inspections will not help to eliminate Animal Welfare issues. It will actually decrease the effectiveness the of USDA across the board by stretching even more the limited fiscal resources available. Directing legislation on Hobby breeders is not the answer. Please vote NO on the bill!
The PAWS amendment is not well thought out and will have many unintended effects. The first and primary of which will be tto strain USDA inspection resources to the breaking point. Thus the USDA inspectors will become even less effective than they are today unintentionally allowing for more cruelty to animals, not less!!!!! I am sure that there will be no more money given to the USDA to support the cadre of new inspectors that would be required to properly implement this amendment!!!!!
I am a breeder of champion Shetland Sheepdogs since 1965. Reputable breeders would be harmed by this legislation, while the people who cause problems will be unaffected.
