Uh, walang AVS ang Philippine-issued cards kaya ayaw ng Paypal. Mahirap
i-detect kung fraudulent yung transaction. Sobrang malabo ito unless
ma-implement ang AVS. Try pushing an online transaction using a
locally-issued card but use a false billing address. You'll see na
lulusot yun |

Banning the Philippines from PayPal service is not good for business. There
are international/foreign businesses that set up web-based services and
e-commerce sites in the Philippines, but can't use PayPal to
process payments. If PayPal thinks that it's only the Philippines
and Filipinos that suffer from blacklisting this country, then think again!
They're only encouraging Philippines-based businesses to set up
accounts in other territories. Moreover, foreign-owned companies in the
Philippines suffer too, more than Filipinos themselves. |

positions simply because the country does not accept PayPal. Most US
companies will only remit money directly to PayPal or to US bank accounts.
